NO WAR　2022.2.24 ロシア 大統領声明

学生時代に、英語や歴史、とにかく文系科目を避け続けてきたことが悔やまれる。

ただ、自分の子ども世代のためにも、今起こっている大変なことを理解する必要がある状況であることは確実。自分の頭の整理としてもメモしておく。

Aにとっての正義がBにとっての正義ではない。
しかし、何に変えても、互いが報復的に武力行使で正義をふりかざしては決してならない。

I spoke about our biggest concerns and worries, and about the fundamental threats which irresponsible Western politicians created for Russia consistently, rudely and unceremoniously from year to year. I am referring to the eastward expansion of NATO, which is moving its military infrastructure ever closer to the Russian border.

ロシアにとって、最大の懸念事項はNATOの東方拡大ということ。NATOや東欧諸国の歴史をもう少し掘り下げて勉強しないとならないが・・少しWEB検索して理解する限りは、ソ連崩壊後もウクライナという国がこれまで親米寄り、親露寄りと政権が行ったり来たりして不安定な時期が長期間続いてきたということ。

That experience should serve as a good lesson for us, because it has shown us that the paralysis of power and will is the first step towards complete degradation and oblivion. We lost confidence for only one moment, but it was enough to disrupt the balance of forces in the world.

As a result, the old treaties and agreements are no longer effective. Entreaties and requests do not help. Anything that does not suit the dominant state, the powers that be, is denounced as archaic, obsolete and useless. At the same time, everything it regards as useful is presented as the ultimate truth and forced on others regardless of the cost, abusively and by any means available. Those who refuse to comply are subjected to strong-arm tactics.

That experienceのところは、ソ連崩壊のこと。
その後の文章の理解が大切な感じがするが、文章の言い回し、歴史的背景を理解すること、英語力的にもなかなか難しい。

調べていると、1994年には、ブダペストの覚書にて、核不拡散条約に加盟し、アメリカ、イギリス、ロシアの３カ国が安全保障を提供するという内容になっている。
（昔ハンガリーに１週間ほど行ったが、そんなこと微塵も知らずに行ったことを16年後に後悔・・）
ウクライナの核放棄を基に、安全保障を担保してもらう内容だが、実際にはこの覚書が守られていない状況になっている。
核の平和的保有（将来的な武装の可能性を残す）と経済発展、安全保障。
日本の原発議論についても、この辺りも含め、もう少し調べてみる必要がありそう。

核を保有せず、軍事力も大きくないウクライナ。反体制からの政治的決断西側寄りになっているウクライナ政治の判断（NATOの東方拡大）に対し、武力行使で突破する姿勢は、政治的に成熟した大国が選択する理由には全くならないし、許せない行為。西ドイツ東ドイツも。朝鮮戦争（北朝鮮・韓国）も。ベトナム戦争（北ベトナム・南ベトナム）もキューバ危機（カストロ）も、同じ構図で戦ってきたと思う。同じ轍は踏んではいけない。

This type of con-artist behaviour is contrary not only to the principles of international relations but also and above all to the generally accepted norms of morality and ethics. Where is justice and truth here? Just lies and hypocrisy all around.

詐欺師との表現。
上記はイラク戦争の侵攻に対する批判文章であるが、本当に正義と真実はどこにあるか？正義の振りかざし方が一方的な独立承認や武力行使であっては決してならない。違う立場では、同じ批判をロシアも受けることになる。
自分達の信条を信じ、辛抱強く外交交渉する平和的解決を望む。

「empire of lies」と強烈に風刺。
なぜロシアがここまで言うのか。これもWEB検索レベルだが、ソ連崩壊後の政治不安定な時期に欧米各国が助け舟を出さなかった。経済的な苦境が続いた長い時期を乗り越えて、外交的にもロシアの想定にはいかず、今の状況を最終的に引き起こしているなんて論調も。

今回の一番の理由としては、NATOそのものではなく、アメリカの外交的ツールとして機能しているNATOに歴史的な領土が侵食され始めているということ。歴史を振り返っても、米露の対立が見えます。

ウクライナの領土を侵すつもりはないし、ウクライナの人々を侵害したいわけではないとの旨。
引用は省いたが、最後の引用文章は、ウクライナ将校たちに対し、軍の命令を拒否して家に帰って良い。と述べた後、この戦いの流血の責任はウクライナ政府にある。と述べている。
しかし、ロシアのためにウクライナに戦火が舞い降りている現状。

核の力が世界を滅ぼしてしまうことをみんな知っている。
武力から経済へパラダイムシフトしていく一方で、その核の力や武力を見せつけて力を誇示しながら経済的判断・政治的判断を引き出す手法も残っているこの世の中。情報へのシフトも大きな世界で、国際政治がどうなるのか。
兎にも角にも、現在のこの世の中では、戦争に勝つと言うことは、戦争を起こさないことのみでしかない。

昨日たまたま見つけた小学1年生の子どもの国語の用紙。

日本に関わらず、後ろ向きな判断でなく、前向きな判断で選択できる世の中にしないとしけない。それが僕ら世代の責務。
