探求学習。

　少しずつ秋の訪れを感じる日々になってきましたが、みなさんいかがお過ごしでしょうか。私は秋バージョンのパッケージをされたビールを毎日眺めるだけの日々を過ごしています。

　さて、昨日はとある高校の先生とお話する機会がありました。２０２２年度から本格導入される「探求学習」についての議論で、大いに盛り上がりました。文部科学省の資料を見ると「探究の見方・考え方を働かせ、横断的・
総合的な学習を行うことを通して、自己の在り方生き方を考えながら、よりよく課題を発見し解決していくための資質・能力を次のとおり育成することを目指す。」（高等学校学習指導要領解説より）と記載されています。

　この中で特に話題になったのが、「課題を発見し解決する」というところでした。恐らくこの一文を私は、「住んでいる地域の課題を自ら観察して発見し、その課題解決策を策定し、自ら行動を起こして、必要に応じて多くの人や組織と協力しながらその地域の課題を解決し、自分の住んでいる地域住民が笑顔になるような状況をつくること。」だと解釈しています。

　だとするとかなりの時間が必要ですよね。実際とある大学では地域課題解決のプログラムを実施するのに４年間で約５００時間費やしているという話を聞いたことがありました。私も実際ゼミの時間は、ほぼこのプログラムに費やしていますので授業だけ最低５０時間費やしています。（実際には自主的な活動も入れると３倍の１５０時間以上はかかっていると思います。）

　ところが、実際の高校の授業で割り当てられている時間はごくわずかだそうです。つまり、その方向性はいいと思いますが、それを実施するための環境づくりがまだまだ未成熟だと言わざるを得ません。（いつからこの国は掛け声ばかりで、本気で何かをやり遂げるということが少なくなってしまったのでしょうか。）

　ましてや、その授業を実施する現場の先生方にはそのノウハウが与えられていません。（事実誤認があればお許しください。）その影響かもしれませんが、他校の成功事例にすぐに飛びついてそれをまねる案件が横行しているというのが、その高校の先生の指摘でした。そうするとそこに付け込む業者が現れるのが世の必定でしょうか。キラキラした教育プログラムをちらつかせては、現場の教員が翻弄される姿を見るたびに辟易します。

　これだけははっきり言えますが、地域の課題はそう簡単に解決できるものではありません。行政や企業が総がかりで取り掛かっても解決できないことがよくあります。それをほとんど知識や経験のない学生に解決させることは、あまりにも酷な話です。なので、探求学習はあくまでも学習なので、学生の教育という観点に焦点を絞って取り組むべきだと私は考えます。

　地域の人からよく耳にするのは、「結局、あなた達は私たちの地域の課題解決する気はないんでしょう。」という言葉です。（本当はもっとキツイ言い方をされますが。）でもそれはブーメランで、そう言っている地域の人たちも本気で地域の課題を解決する気がないと”たまに”に言い返しています。（心の中では毎回言い返しています。）

　確かに学生が地域に対してできることは、正直大したことはないと思います。しかし、普段若者がいない地域に若者が闊歩するだけ何となく地域の人が元気になるから不思議です。私はこの小さな変化の積み重ねが、やがて大きな変化になると信じています。

　教育に携わる人には、自分の目で現場を確かめて学生と地域が共生できる環境とは一体何かを考え続けてほしいと思います。決して、安易に企業やNPOのキラキラした教育プログラムに惑わされないことを切望します。そして、何よりも学生が楽しく探求して、そのことに夢中になって調べるという姿を引き出してほしいと思います。

Inquiry learning

 I feel the coming of autumn little by little. How is everyone doing? I spend my days just looking at the beer packaged in the fall version every day.

 Well, I had an opportunity to talk with a high school teacher yesterday. The discussion about "inquiry learning," which will be fully introduced in fiscal 2022, was very lively. When we look at Ministry of Education, Culture, Sports, Science and Technology's data, we can see that "the way of looking at and thinking about inquiry
 Through comprehensive learning, we aim to develop the following qualities and abilities that will enable us to find and solve problems better while considering our own way of life. (From the explanation of the high school curriculum guidelines).

"Finding and solving problems" was a particular topic. Perhaps I interpret this sentence as "Observing and discovering issues in the area where you live, developing solutions to those issues, taking action on your own, working with as many people and organizations as necessary to solve the issues in the area, and creating a situation where your local residents smile."

 Then, it takes a lot of time. In fact, I've heard that one university spends about 500 hours over 4 years implementing a community problem solving program. I actually spend most of my seminar time on this program, so I spend at least 50 hours in class. (In fact, if we include voluntary activities, I think it takes more than 150 hours, 3 times more.)

 However, it is said that the time allocated in the class of the actual high school is very little. In other words, I think the direction is good, but I have to say that the environment for implementing it is still immature. (Since when has this country been doing nothing but shouting and doing something seriously become less common?)

 What's more, the teachers who conduct the class are not given the know-how. (Please forgive me if I am mistaken.) The high school teacher pointed out that there are many cases where students jump at success stories of other schools and copy them. In that case, is it a must in the world that some companies take advantage of it? I'm fed up with the glittering educational programs whenever I see the teachers on the ground being tossed about.

 I can say this clearly, but it's not that easy to solve local problems. There are many cases where the government and companies cannot solve the problem even if they make a concerted effort. It is too cruel to let students with little knowledge and experience solve it. So, I think that since exploratory learning is just learning, we should focus on the perspective of student education.

 Local people often hear the word "After all, you're not going to solve our community's problems." Even (Actually, it's more difficult to say.) is a boomerang, and the people who say it sometimes retort that they don't really want to solve their problems. (I always say it back in my heart.)

 To be honest, what students can do to the community is not so great. However, it is strange that just because young people walk around in the area where there are usually no young people, the people in the area somehow get energetic. I believe that this accumulation of small changes will eventually become a major change.

 I would like people involved in education to continue to think about the environment in which students and the local community can coexist by seeing the actual situation with their own eyes. I sincerely hope that we will not be easily misled by the glittering educational programs of companies and NPOs. More than anything else, I would like to see students delight in exploring and researching.
