1. INTRODUCTION
1.1. Purpose and structure of these Guidelines
(1) These Guidelines set out principles for the assessment of vertical agreements and concerted practices under Article 101 of the Treaty on the Functioning of the European Union1 and Commission Regulation (EU) X2 . Unless stated otherwise, in these Guidelines the term ‘agreement’ also covers concerted practices3 .

１．１　本ガイドラインの目的及び構成
（１）本ガイドラインは、EU機能条約（注１）第101条及び委員会規則（EU）X（注２）に基づく垂直的協定及び協調的行為の評価のための原則を定めるものである。別に定める場合を除き、本ガイドラインにおいて「協定」は、協調的行為も含む（注３）
