オレンジ社内報・災害支援特集号でお伝えしたこと/Our In-house magazine, "special issue on disaster relief"
R6年能登半島地震へ心よせる方々へ。1/3より医療法人オレンジチームが現地に入り、災害の地における「暮らしの医療」を軸に、在宅医療現場を含むあらゆる方々の暮らしのサポートに尽力しています。
●本noteアカウントは、福井・長野・石川に拠点をもつ医療法人オレンジグループにおける、R6年能登半島地震の支援活動についてアーカイブしていきます。
To those affected by the Noto Peninsula Earthquake of January 1, 2024, the Orange Medical & Social Corporation team has been in the area since January 3, 2024. It is trying to support people's daily lives, including those in home healthcare, focusing on "medical care for daily life" in disaster-stricken areas.
This blog account will archive the support activities of the Orange Medical & Social Corporation, with bases in Fukui, Nagano, and Ishikawa following the Noto Peninsula Earthquake.
隔月で発行しているオレンジグループの社内報を発行していますが、本支援に連動し、Vol.7に当たる今号は、社内を飛び出した内容となっています。本文を解説と共にご紹介します。We publish a bimonthly in-house magazine, and in conjunction with this support, this issue, Vol. 7, is out of the office. The text is introduced here with commentary.
緊急特集：能登半島地震オレンジグループと災害支援のあゆみ/Our History of Disaster Relief 1
2024年1月1日、石川県能登地方を震源とするマグニチュード7.6の強い地震が発生しました。16時10分頃に発生したこの地震は、石川県で震度7を記録し、甚大な被害が発生しています。今号は緊急特集として、これまでの活動状況とオレンジグループの災害における医療を含めた生活支援活動についてお伝えします。In this strong earthquake issue, as an emergency special feature, we report on our activities to date and our livelihood support activities, including medical care, in the aftermath of the disaster.
発生翌日に初動対応。寄付金呼びかけ、900万円以上
震災発生を受け、オレンジグループは1月2日の夕方に緊急対応チームを結成し、池口、菊池、紅谷が輪島市への入市を試みました。被災地への迅速な支援を目指しましたが、道路が寸断されていたため翌日1月3日に8時間をかけて輪島市に到着。オレンジグループは「ぐるんとびー(神奈川県)」らと合同でチームを編成し、1月2日には合同の寄付ページを作成し、約2週間で900万円以上を集めています。Following the earthquake, we formed an emergency response team on the evening of January 2, and Ikeguchi, Kikuchi, and Beniya attempted to enter Wajima City. The team aimed to provide prompt assistance to the affected areas, but because the roads were cut off, it took eight hours to reach Wajima City the next day on January 3. Also, we formed a joint team with "Guruntobi (Kanagawa Prefecture)" and others, created a joint donation page on January 2, and collected more than 9 million yen in about two weeks.
被災地での在宅医療と長期復興に向けた生活再建へ
1月3日の初動では物資輸送と現地でのニーズ把握に集中し、1月8日より(社福)弘和会の福祉避難所の運営代行・コーディネート、医療福祉支援に力を注ぐ期間に。またHoMAT(Home Medical Assistance Team)へ支援体制を要請し日本で初めての活用現場になっています。この動きに段階を加え、1月19日からは広域福祉避難所(1.5~2次避難)を、さくら荘を始めとした勝山市内に設営し受け入れを開始。 水が使え安心して入浴できる生活環境の中で体力回復を目指し、その間にケアの必要度などのアセスメント、必要な場合は要介護度などの変更手続きなどを行います。オレンジグループとして石川県内・輪島市内のケア施設や避難住宅などが整備され次第、そちらに移動できる支援を続けていきます。今後もより幅広い支援方法を共に考えていきましょう。The initial response on January 3 concentrated on transporting supplies and understanding local needs. From January 8, we focused on operating and coordinating the welfare shelters and providing medical and welfare support. We also requested HoMAT (Home Medical Assistance Team) to provide support and became the first site in Japan to utilize HoMAT. Adding to these efforts, wide-area welfare evacuation centers were set up in Katsuyama City, including Sakura-so, and began accepting evacuees on January 19. During this time, assessments are conducted to determine the level of care needed, and if necessary, procedures are taken to change the level of nursing care required. As soon as care facilities and evacuation shelters in Ishikawa and Wajima City are established, we will continue to provide support for moving to these facilities. We will also continue to work together to develop a broader range of support methods.
これまでにオレンジグループが行ってきた医療を含めた生活支援 /Our History of Disaster Relief 2
2016年から続くオレンジの支援活動のあゆみ
オレンジグループは、日本で発生した大規模な自然災害に対して、迅速かつ医療を含めた生活支援を行ってきたチームでもあります。主なものとしては2016年の熊本地震、2018年の西日本豪雨、同年の北海道胆振東部地震、そして2019年の令和元年房総半島台風での支援活動を挙げることができます。これらの災害において、オレンジグループは被災された方々の暮らしをあらゆる角度から守り続けてもらうため、資格・得意技と突き動かされる想い、そして物資や医療機器を迅速に派遣し、現地でのサポートを提供してきました。We are also a team that has provided prompt and comprehensive medical and other life support in response to large-scale natural disasters in Japan. Examples include the 2016 Kumamoto Earthquake, the 2018 torrential rainstorm in western Japan, the 2021 Hokkaido Bold East Japan Earthquake, and the 2019 Boso Peninsula Typhoon. In these disasters, we have provided on-site support by promptly dispatching our qualifications, expertise, and motivating thoughts, as well as supplies and medical equipment, to continue to protect the lives of those affected by the disasters from every possible angle.
2016.4.14 熊本地震
2016年4月、熊本県と大分県で相次いで発生した熊本地震では、最大震度7を記録する大地震が2回発生。この災害に対し、オレンジグループは4月27日から活動を開始し、7月1日からは児童発達支援・放課後等デイサービス「ぱんぷきん」の開業サポートに注力。最短でも2～3ヶ月かかる施設開業を1ヶ月程度にできたことが大きな実績といえます。同時に立神峽里地公園のログハウスや熊本市南区田迎西小学校の避難所、家庭へのアウトリーチを通じて支援を行いました。これまでと変わらない暮らしの中の遊びを提供することで、被災したお子さんや家族が少しずつ暮らしを取り戻せるような、そんな時間を提供するための活動でした。In April 2016, two major earthquakes with a maximum intensity of 7 on the Japanese scale quickly occurred in Kumamoto and Oita prefectures. In response to this disaster, we began activities on April 27 and from July 1, we focused on supporting the opening of a child development support and after-school daycare service. A significant achievement was that the facility's opening, which would have taken two to three months at the earliest, was completed in about one month. At the same time, we provided support at the shelter at the local Elementary School. Our activities were designed to give children and families affected by the disaster time to gradually regain their lives by offering play in their daily lives as they have always done.
2018.6.28〜7.8 西日本豪雨災害支援
西日本豪雨は、2018年6月28日から7月8日にかけて台風7号と梅雨前線の影響で西日本を中心に北海道や中部地方まで全国的に広がりました。オレンジグループは7月28日から7月31日まで広島県三原市の本郷中央病院を支援。本郷中央病院のほか、牧丘病院、たんぽぽクリニック、総合在宅クリニックとも連携し、本郷中央病院の在宅中心の病院機能の構築と運営サポートを行いました。また、岡山県倉敷市でもキャンナスの災害ボランティアとして7月21日から8月3日まで現地に入り、倉敷市薗小学校、自主避難所の見回り、訪問看護ステーションそうるの支援、個人宅の泥かきなどの活動を行いました。The torrential rain in western Japan spread across the country from June 28 to July 8, 2018, mainly in western Japan to Hokkaido and the Chubu region due to Typhoon No. 7 and a rainy season front. We supported Hongo Central Hospital to build and provide operational support for home-centered hospital functions in Mihara, Hiroshima Prefecture from July 28 to July 31. Also in Kurashiki City, Okayama Prefecture, As a menber of disaster volunteers, were on site from July 21 to August 3, making rounds at Kurashiki City local Elementary School and a voluntary evacuation center, supporting the Visiting Nurse Station, and shoveling mud from indivisual homes.
2018.9.6 北海道胆振東部地震
2018年9月6日、北海道胆振地方中東部でマグニテュード6.7の地震が発生し、震度7を記録。オレンジは9月8日深夜、伊藤・増永にて稲生会生涯医療クリニックさっぽろへ支援物資を搬入。稲生会が支援を求めていた物資：発電機やバッテリーなどを含む支援物資をキャラバンに積み、現地に輸送しました。On September 6, 2018, a magnitude 6.7 earthquake occurred in the central-eastern part of Hokkaido, registering an intensity of 7. We delivered relief supplies to a Medical Clinic Sapporo in Ito and Masunaga late at night on September 8. The supplies that the clinic had requested for support: relief supplies including generators and batteries were loaded onto a caravan and transported to the site.
2019.9.9 令和元年房総半島台風
令和元年に発生した房総半島台風。被災地支援において、オレンジグループでは西出、川瀬、高橋が東京で合流し、2019年9月11日、千葉の福祉楽団への人的サポートを行いました。The Boso Peninsula typhoon occurred in 2019. In support of the affected areas, Nishide, Kawase, and Takahashi joined forces to provide human support to a welfare team in Chiba on September 11, 2019.
オレンジ紅谷・経営チームから今皆さんに伝えたいこと/our wishes
「在宅医療の現場では"急変＝搬送"ではありません。病気そのもののトリアージも大事ですが、人生観や死生観、暮らしに求めるもの、重ねてきた人生会議。思いを巡らして判断しています。大災害の緊急対応は救命救急の世界です。ですが同時に、今回目の当たりにしているような超高齢社会での災害では、つながりや暮らしへの見立てや関わりが、同時進行で必要なのだと感じます。
私たちは、急性期医療に対する慢性期医療、という役割ではなく、病院を場にした医療に対する地域を場にした医療、という役割。この、つながりや暮らしへの見立てや関わりができる私たちが、今の災害現場に必要なのだと強く感じています。
オレンジグループの『制度よりも地域に目を向け柔軟に動ける力』を発揮することは、本災害だけでなく、この災害によって見えてきた平時を含めた日本の未来を考える力になると信じています。現地で動くチーム、送り出すチーム。一人一人のエネルギー、機転、創造性をフルに使って1日1日をつくっていきましょう。」(2024.01.28)
In home care, "sudden change" does not mean "transport. Triage of the disease itself is necessary, but we also consider the patient's view of life and death, what they want in life, and life meetings that have been held over time. We make decisions after careful consideration. Emergency response to a major disaster is the world of lifesaving first aid. But at the same time, in a disaster in a super-aging society, such as the one we are witnessing this time, it is necessary to look at and be involved in the connections and lifestyles simultaneously.
Our role is not to provide chronic care in response to acute care but community-based care in response to hospital-based care. Those of us who can see and relate to the connections and lifestyles of people are needed in today's disaster situations.
I believe that the Orange Group's "ability to move flexibly with an eye on the community rather than the system" will help us deal with this disaster and think about Japan's future, including peacetime, which this disaster has brought to light.
Teams that work on-site and teams that are sent out. Let's be a creative to make each day count.
