日本の地方が元気に。地方銀行は一つのキーストーン
みなさんCOBOLってご存じですか？
COBOL(COmmon Business Oriented Language)の略で、高級プログラミング言語の一つです。
１９５９年米国のデータ組織言語協議会(Conference on Data System Languages-CODASYL)で、事務用共通プログラミング言語として開発されたものなのです。
かつて勘定系のシステムで使われていたのです。ところが新しい言語が台頭してきて、新規学習者が少ないのと開発現場からの引退という２つの理由から、技術者不足が続いています。
その結果、COBOLで構築されたシステムは残り続け、DX推進の妨げになってしまっているのです。でも勘定系なので、開発失敗は許されません。どうしても大規模な再開発になりがちなのです。すると大規模なコストが必要なので、二の足を踏みがちなのです。
今度、北國銀行さんが、基幹システムで脱COBOLを決めたのです。そのパートナーとして私が社外取締役をしているLiNKX（リンクス）を選びました。「Java」などへの転換を想定していて、勘定系システムのマルチクラウド化と並行して進め、2027年1月の完成予定です。これで、必要なシステム人員もコストも30％程度削減見込みなのです。
私は、日本の地方が元気になればと思っています。その際に地方銀行は1つのキーストーンだと思っています。
しかし、システムが古くて、大きくて、その減価償却費が大きすぎて、利益を圧迫しているのです。つまり、地域や地域企業に投資ができないのです。そのシステムを刷新して、地域にお金が回るようにしたいのです。
そのために地方銀行のシステムを刷新できるFintech企業であるLiNKXを応援しているのです。小規模でシステム力がある企業は限られています。この会社は、エンジニアファーストで半分のエンジニアが日本外からジョインしてくれている人なのです。
これからもまだまだやることたくさんありますが、引き続き応援したいと思っています。

Do you all know COBOL?
COBOL (COmmon Business Oriented Language) is an abbreviation and is one of the high-level programming languages.
It was developed in 1959 by the Conference on Data System Languages (CODASYL) in the United States as a common programming language for office work.
It was once used in accounting systems. However, as new languages have emerged, there has been a shortage of engineers due to two reasons: there are few new learners and it is being retired from development sites.
As a result, systems built with COBOL continue to remain, and this is hindering DX promotion.However, since it is an accounting system, development failures are not allowed.It inevitably tends to become a large-scale redevelopment. Then, since large-scale costs are required, it tends to be hesitant.
This time, Hokkoku Bank has decided to move away from COBOL for its core system. They have chosen LiNKX, a company where I serve as an outside director, as their partner. They are planning to switch to Java and other languages, and are proceeding with the move to a multi-cloud accounting system in parallel, with completion scheduled for January 2027.This is expected to reduce the necessary system personnel and costs by around 30%.
I want to see the regions of Japan become more vibrant. I think that regional banks are one of the keys to achieving this.
However, their systems are old and large, and the depreciation costs are too high, putting pressure on their profits.In other words, they are unable to invest in the local community and local businesses. I want to renew these systems so that money can circulate in the region.
That's why I'm supporting LiNKX, a Fintech company that can revolutionize the system of regional banks.There are only a limited number of companies with small-scale systems.This company is one that puts engineers first, and half of its engineers have joined from outside Japan.
There is still a lot to do, but I want to continue to support them.
