今回のニュースは、地中海 (Mediterranean) を航行していた移民船が、ギリシャ沖 (off the coast of Greece) で難破 (shipwreck) したという内容。何百人もの移民 (migrants) が乗っていたようです。

78名の死亡が確認され (be known to have died)、104名が救助されましたが、500人もの移民が行方不明となっており、死亡が危ぶまれています (fear dead)。

フォルカー・テュルク氏は、生存者と被害家族との連帯を示しました (express solidarity with the survivors and the victims' families)

氏は、この事故が、人身密輸業者 (people smugglers) や 人身売買業者 (human traffickers) の調査の必要性を浮き彫りにした (highlight the need to investigate)と述べ、法で裁かれなければならない (ensure that they are brought to justice)と決意を示しました。

テュルク氏は、より正式な移住経路の確保 (more regular migration channels)、海上で救出されたすべての人々の安全で適切なタイミングでの下船 (the safe and timely disembarkation)、そしてより多くの国々が移民の受け入れに責任を持つ (take responsibility for hosting migrants) よう訴えました。これは国連難民高等弁務官事務所（UNCHR）と国連移住機関（International Organization or Migration, or IOM）と賛同を得た (be echoed by) そうです。

両機関は共同声明 (a joint statement) を出し、海上で遭難した人々を遅滞なく援助する義務 (the duty to rescue people in distress at sea without delay) は国際海洋法の基本的なルール (a fundamental rule of international maritime law) だと述べていました。地中海のルートは、世界で最も危険で致命的なもの (the world's dangerous and deadly migration route) で、実行不可能である (unworkable) と警告されていました。

embark (搭乗する)の反義語は disembark なのですね。
