Why can't you win at Shogi even if you learn opening and tactics?

Even if you read books on opening and tactics, you may not be able to win in your game.
 Why can this happen?

When you are reading a book, you may think you understand it, but in an actual game, you may not be able to apply your knowledge and skills.
Perhaps in some cases, you may think that what does not work is due to lack of thinking or lack of effort, and you may lose confidence.

Originally, improving your knowledge of opening and tactics does not improve your playing ability.
To improve one's Shogi ability, it is not about knowledge, but about how to gather information. How do you process the information you have gathered? The bottom-up of one's Shogi ability depends more on the so-called “Practical-Use” than on the knowledge of techniques.

I am in the position that learning techniques away from practice will not contribute much to the improvement of one's shogi ability.
