１８世紀前半に入ると、ヨーロッパ大陸では王国同士の衝突が絶え間なく起こった。
特に、フランスがヨーロッパ各国と戦争を度々引き起こした。
そして、インドやアメリカ大陸ではイギリスと支配権をめぐって争った。

ロシアやプロイセン（現ドイツ）も着実に力をつけてきている。
このヨーロッパの勢いに大版図を誇ったオスマン帝国（現トルコ）は徐々に押し返されていくことになる。

中国でも清王朝が絶頂期を迎え、シベリアに深く進出してきたロシアと国境を調整している。
王国の横暴と衝突が見られる中、ここに人類の理性が発揮されることとなる。
それは、ヨーロッパを中心に人類が個人の自由と平等が発揮される社会の実現を目指すことを意味した。
世界の諸地域で王が君臨して国民から搾取している間に、啓蒙の足音は確実に近づいてくる。
そんな中、日本は徳川幕府の大天下の時代にある。

While the king reigns and exploits the nation in various parts of the world, the footsteps of enlightenment certainly approach.
Meanwhile, Japan is in the days of the great Tokugawa shogunate.
