determine：強い意志をもって決定を下したり、意思を固めたりする時の「決める」。「決心する」「しっかりとした判断を下す」というニュアンス
be determined to do：「決心している」「意思を固めている」というニュアンス

・He must determine what he needs to do to pass the exam.
「彼は試験に合格するために何をすべきかを判断しなければならない」
・He is determined to go to the United States and study English.
「彼はアメリカに行って英語を勉強する決意を固めている」
