キャッシュレス推進協議会による、各国のキャッシュレス決済(電子決済)比率報告は正しいのか?
7月3日に新しい紙幣が発行された。
しかし、財務省によると、通貨の⽀払額と受⼊額は減少している。これはキャッシュレス化の影響だろうか。
ただしここ10年は⽇本銀⾏による通貨の⽀払額は受⼊額を上回っている。つまり、通貨流通⾼は増加している。タンス預金が外に出てきたのか?
個人の決済では、いずれの⽀払価格帯でも、現⾦の使⽤率は低下している。
一方経済産業省は、「キャッシュレス決済比率を2025年までに4割程度、将来的には世界最高水準の80%を目指す」と言っている。
何だか明治時代の「西洋に追いつき追い越せ」のようだ。
しかし、一般社団法人キャッシュレス推進協議会が発表した記事のグラフによると、80%では世界第3位にしかなれない。
このグラフをよく見ると、韓国や中国、カナダの棒グラフの色が、他とは異なっている。キャッシュレス・ロードマップ の報告書本体には、こう書かれている。
韓国や中国、カナダの数値は、他国とは違う基準で算出されている。
だから、このグラフをうのみにすることはできないのだが、その説明は冒頭の記事には書かれていない。この書き手は不誠実だ。
このグラフで、もうひとつ気になることがある。スウェーデンのキャッシュレス比率は46.6%となっているが、ある本にはこう書かれている。
スウェーデンの中央銀行(The Riksbank)によると、現金決済は2010年の40%から2023年に10%まで下がっている。
また、Payments Cards & Mobileという団体のサイトによると、香港とヨーロッパの国別のキャッシュレスのランキングは下のようになっている(現金での支払い率が赤枠の数字である)。
キャッシュレス推進協議会の報告書のグラフの正確性は怪しく思える。
Are the Payments Japan Association's reports on the ratio of cashless payments (electronic payments) in each country accurate?
The new banknotes were issued on July 3rd.
However, according to the Ministry of Finance, the amount of currency paid out and received has been decreasing. Could this be the result of a shift to a cashless society? However, over the past 10 years, the amount of currency paid out by the Bank of Japan has exceeded the amount received. In other words, the amount of currency in circulation has been increasing. Has money been hidden away in a safe and coming out?
For individual payments, the rate of cash use is declining in all payment price ranges.
Meanwhile, the Ministry of Economy, Trade and Industry has said, "We aim to increase the cashless payment ratio to around 40% by 2025, and to 80% in the future, the highest level in the world."
It sounds a bit like the Meiji era's slogan of "catch up with and surpass the West."
However, according to a graph in an article published by the Payments Japan Association, 80% would only rank Japan third in the world.
If you look closely at this graph, you will notice that the bars for South Korea, China, and Canada are different colors from the others. The Cashless Roadmap report itself states the following:
The figures for South Korea, China, and Canada are calculated using different standards than those for other countries. Therefore, this graph cannot be taken at face value, but no explanation for this is given in the article at the beginning. The writer is being dishonest.
There is one other thing that bothers me about this graph. Sweden's cashless rate is 46.6%, but one book says the following:
According to Sweden's central bank, The Riksbank, cash payments are set to fall from 40% in 2010 to 10% by 2023.
Also, according to the website of an organization called Payments Cards & Mobile, the cashless rankings by country in Hong Kong and Europe are as follows (the numbers in the red box show the cash payment rate):
The accuracy of the graphs in the Payments Japan Association's report seems questionable.
