上司は部下が事件を起こさないよう、常に見張っていないといけない。すなわち、野村證券の営業担当者は社内において信用されない存在だということだ。
かつて『ザ・ハウス・オブ・ノムラ』という本が書店で山積みになっていた。あの頃、田淵という名字の人が二人続けて野村證券の社長を務めたが、二人とも損失補てんや暴力団との取引などを咎められて辞任した。
野村証券は、それ以降も思い出したように時々事件を起こしているのだけれど、他の金融機関もひどいありさまだ。
これらの企業や組織は、今後どのように犯罪を防止するのだろうか。
ところで、大阪大学の研究者によれば、動物の体細胞は、細胞同士が引っ張る力を利用して相互監視し、不良細胞に細胞死を誘導しているのだという。
人の世界では、かつて太平洋戦争の頃、思想統制や住民同士の監視を行わせる「隣組」という制度があったことを思い出した。
隣組（となりぐみ）は、概ね第二次世界大戦下の日本において各集落に結成された官主導の銃後組織である。大政翼賛会の末端組織町内会の内部に形成され、戦争総動員体制を具体化したものの一つである。

かつてない不祥事を起こした以上、もういちど変えた方がいいのではないか。
「邪悪になるな」（ Don't be evil.）とか追加したらどうだろうか。もっとも、この言葉を行動規範として銘記していたGoogleの行動は必ずしも正しいわけではないのだけれど。

Since then, Nomura Securities has occasionally caused trouble, as I recall, but other financial institutions are also in a terrible state.
How will these companies and organizations prevent crime in the future?
