タイトル「プロサッカーは地域に夢を与えるのか?」

Yes, this suggestion is supportable.
One reason makes the opinion acceptable.

日本のプロサッカークラブのリーグが始まって30年ちょっとが過ぎた。私たちの住む地域にもクラブチームがあり、今までに3度ほど優勝を勝ち獲っている。
About three decades have passed since the professional football league started in Japan in 1994.
There is such a club team in our neighborhood, which won the championship in 2012, in 2013 and in 2015.

それに憧れて下部組織に加わった選手も複数いて、中には代表にも選ばれて、更に海外で活躍する者もいる。30年前には全く想像できなかったことである。
Not a few young players participated in the team with enthusiastic adoration, several of whom were selected as a representative in the national team, so that they performed their technical abilities in the European  nations, which almost all citizens in Japan could imagine at all in those days.

特筆すべきは、下部組織で鍛えられた選手が大学を経由して戻ってくる数が60チームの中で最も多いことだ。全寮制の高校からトップチームに上がる生徒もいる。
But what astonishes us the most is that the number of returnees who were trained hard at their academy and come back through the university is the largest of the 60 club teams, which is called “home grown players.”
Several high school students join the top team directly from the academy, the number of whom is small.

Jリーグにはドラフト制度がない。優秀な大学生を青田刈りするのが基本だ。都会にある強いクラブが強さを維持するにはいい。しかし広島には不利だと言える。
There isn’t the draft system in J-League, which promotes every team to recruit a promising university player earlier than their graduation age, which is the basic principle, and a strong and urban club team has an advantage because many students want to be selected by the team with tradition.
But such a system doesn’t make positive contributions to a rural club team like Hiroshima.

今年の開幕戦からクラブチームは新しく建設されたスタジアムを使用している。平日でも観客がたくさん入っている。残念ながら3試合ほど落としているが。
Since this March, our precious club team has played in the newest stadium called “Peace Wing” in the center of the urban area, which attracts numerous spectators even in a midweek.
The fact that my favorite team lost three matches might make us disappointed, to our sorrow, however.

昨年までは辺鄙な場所にホームスタジアムがあった。ちょっとした登山だったので、ライト層にはハードルが高かった。今は街中なので勝利の美酒を満喫できる。
Until last season, they had played in the old stadium built about three decades ago, which was located far from the downtown.
The street to the stadium called “Big Arch” looked like a kind of mountain-climbing, which casual followers without enthusiasm found it difficult to visit, but the situation changed, and many enthusiasts could enjoy victorious beer just after the winning game.

This reason makes the question titled above favorable.
