「統治される」とは……（プルードン）

おお、人格よ！　六十世紀間も汝がこのような惨めさのなかにうずくまってきたということは、いったいありうるのだろうか？　汝は自分を聖なるものと称している。だが汝は、汝の下男、汝の修道僧、汝の兵隊上がりたちの、疲れを知らぬ無料の娼婦でしかないのだ。しかも、汝はそれを知り、それを許容しているのだ！　《統治される》ということ、それは、その資格も、知識も、特性も……持たない連中によって監視され、検査され、スパイされ、指導され、立法され、規制され、囲いに入れられ、思想教育され、説教され、統制され、見積もられ、評価され、非難され、命令されることを意味する。《統治される》ということは、あらゆる活動、あらゆる取引、あらゆる動きにおいて、記録され、登録され、調査され、課税され、印紙を貼られ、測定され、査定され、賦課され、免許され、認可され、許可され、注記され、説諭され、差し止められ、矯正され、懲戒され、折檻されることなのである。それは、公益という口実のもとに、また一般的利益の名において利用され、訓練され、身代金を強要され、搾取され、独占され、ゆすり取られ、絞り取られ、かつがれ、盗まれることであり、さらに、少しでも抵抗すれば、また不平を訴えるやいなや、抑圧され、改心させられ、けなされ、いじめられ、追跡され、こづきまわされ、棍棒でなぐられ、武器を取り上げられ、首を絞められ、投獄され、銃殺され、散弾を射たれ、裁かれ、有罪を宣告され、流刑にされ、犠牲に供せられ、売られ、裏切られ、そしてあげくの果ては、物笑いにされ、嘲弄され、陵辱され、名誉を傷つけられることなのでる。それが政府であり、政府の正義であり、政府の倫理なのだ！　だのに、われわれのあいだに、政府にもよいところがある、と主張する民主主義者がおり、また自由・平等・友愛の名において、この不名誉を支持する社会主義者がおり、さらに共和国大統領に候補者を立てるプロレタリアがいる、というようなことはおかしいではないか！　それは偽善というものだ……
