Is the smoke of fireworks safe for pregnant women and babies?
Fireworks itself are not Japanese things. We'll see them especially on some event day anywhere.
I can say, however, handheld fire works are a summer tradition in Japan.
It depends on where you live, but you might see often people are doing during summer (especially during summer vacation ).
Is it harmful for pregnant women and babies?
Yes, if you are inhaling a lot, i mean extremely a lot. Doesn't really matter you are pregnant or not because It's still smoke.
However, as long as you just walk passed or even enjoy occasionally ( few times during the summer),
it won't be a big problem for anyone.
According the research could lead asthma attack so if you are with it, be aware for that than others.
Have a lovely Japanese summer!
