While Zhou Enlai, Deng Xiaoping and their comrades were working around the clock, Jiang Qing and her gang were not idle. Despite being criticized again by Mao for the“Feng Qing Lun Incident”, despite being rejected by Mao for her attempts to form a cabinet, and despite being suggested by Mao that Deng should be given a key position, Jiang and hergang remained unrepentant. They still had Wang Hongwen in the foreground and had been appointed by Mao to work with Zhou on the preparations for the 4thNational People's Congress, and were still in a position to make a big deal out of the key issue of “cabinet formation”. November 12, Jiang wrote to Mao, nominating Xie Jingyi to be vice-chairman of the Standing Committee of the National People's Congress, Chi Qun to be the Minister of Education, and Mao Yuanxin,Chi and Xie to be members of the Politburo, who could begroomedas “successors”. Seeing that Jiang was so stubborn, Mao wrote again on the 20th to criticize her:“Your duty is to study developments at home and abroad, and this is already a big task. This is my enjoin.”Jiang turned a deaf ear to Mao's exhortation and brought Wang Hairong and Tang Wensheng to convey to Mao her opinion on the personnel arrangement, that is, Wang should be the vice-chairman of the Standing Committee of the National People's Congress, after Zhu De and DongBiwu. Upon hearing Jiang's “opinion”, Mao Zedong told Wang and Tang: “Jiang is ambitious. She wants to ask Wang to be the Chairman of the Committee and herself to be the Chairman of the Party.”Mao told Wang and Tang to tell Zhou: The Standing Committee of the National People's Congress, should arrange Song Qingling after Zhu and Dong; Deng, Zhang Chunqiao and Li Xiannian to become Vice Premiers of the State Council.
