原題：Maids For Sale

子どもが売られ、財産のように取引されている。湾岸諸国ではメイドがネット上で売買され、“オンライン奴隷市場” と呼ばれている。取引に使われるアプリはGoogle PlayやApp Storeで提供されていたという。これらは女性や子どもから基本的人権を奪う闇の市場であり、搾取や虐待の温床になっている。一方で、こうしたサービスを利用する側が、これは違法行為であり人身売買であることに気づいていない現実もある。クウェートにいる70万人のメイドたちもまた、奴隷市場の犠牲者だ。BBCアラビア放送がクウェートで潜入取材を敢行し、衝撃的な事実を明らかにした。

２．作品の構成
取材はBBCアラビア放送のため、ナレーションはイギリス英語である。その他、国連職員や女性たちを救う活動をしている団体の女性も英語を話している。一般の人たちはアラビア語を話していると思われる（スクリプトはすべて英語に翻訳されているが、比較的平易な英語である）。
BBCの現地スタッフが潜入取材をし、メイド売買の実態を映像に記録している。現地のメイド（被害者）たちは顔にぼかしが入っているが、すでに帰国してインタビューに答えた女性は顔出しで話している。売買する現地人（加害者）は隠しカメラだが顔を映しているし、また堂々と自分で顔出ししてメイドの悪口をSNSで発信している若者たちも出てくる。

In the Gulf*, women, employed as domestic workers*, are being sold online,
via* apps provided by Google and Apple. It’s been called an online slave* market. BBC News Arabic goes undercover* in Kuwait* to expose* this shocking and disturbing online trade.
It’s an unregulated black market depriving* women and children of their basic human rights, leaving them at risk of exploitation* and abuse*.
All made possible by the Silicon Valley tech giants. If Google, Apple, Facebook or any other company is promoting* apps like these, hosting apps like these they are promoting an online slave market.

Day ２ 潜入取材その１：電話取材
Narrator: Our BBC team pose as a husband and wife looking to buy a domestic worker. We download an app called 4Sale, the most popular commodity* app in Kuwait, available on the Apple App Store and Google Play. Amongst cars, lawnmowers, and TVs, there’s a dedicated* section where you can buy a domestic worker.
Reporter A: Look at this ad.
Reporter B: For release, African maid, 40-years-old, good at cleaning and tidying and good with children. Only 700 KD ($2,300)
A: (On the phone) Hello. I’m calling you regarding the maid that you put on the internet.
Seller: Yes go ahead.
A: My wife and I are new to Kuwait so we’re trying to find a good maid.
S: Trust me she’s very nice, she laughs and has a smiley face. Even if you wake her up at 5am she won’t complain.
A: Why are you giving her up?
S: I bought a new maid.
A: Is it possible for us to see her?
S: No problem. (167 words)

売り主： 新しいメイドを買ったんだ。
記者A： 会えますか？
売り主： もちろん。
Day ３ 潜入取材その２：訪問取材
Narrator: Our undercover team get ready to meet the seller.
Reporter A: (At the seller's house) So holidays are a definite no, no?
Seller: No. Where would she go? No telephone, or going outside. What if, tomorrow, she goes out and sleeps with someone.
A: So, what do you do?
S: I’m a policeman. I tell you 4Sale is dirty, be careful with it. You will find someone buying a maid for 600 KD ($2,000), and selling her on for 1,000 KD ($3,300). She’s human, why are you bargaining? The passport, don’t give it to her. Why would you give her her passport?
A: I don’t know. I find it strange to be honest.
S: You take the passport, hide it in the safe. Trust me she cleans, she does everything. If you want her, you have to give me a deposit. Or if you want to keep looking around, feel free, I have plenty of calls. (159 wowrds)

売り主： 行くところもないし必要ない。電話も外出もなしだ。外に出したら帰って来なくなる。
記者A： あなたのお仕事は？
売り主： 警察官だよ。「フォーセール」には気をつけろ。2,000ドルで買って3,300ドルで売る。みんな がめついから儲けようとするんだ。人間だから値引きはしない。パスポートは渡すな。あいつらには必要ない。
記者A：どうなんでしょう。よく分からない。
売り主：預かって金庫に入れるんだ。とにかく家事はよくやるよ。買うなら内金を入れてくれ。でなきゃ お好きに。引く手あまたなんだ。
Day ４ オンライン奴隷市場の実態② 違法性
Narrator: This policeman was knowingly breaking the law. He was trying to sell us his domestic worker, he had confiscated* her passport and didn't give her a day off. All of which is illegal in Kuwait. Over the course of a week, our undercover team spoke to 57 users of 4Sale. It has an inbuilt* feature that lets you filter by race, violating Kuwaiti law and international law.
Reporter A: What shall we choose, Fillipino, Indian, Indonesian?
Reporter B: Sri-Lankan, African.
N: The women cost between $2,500 and $5000 US dollars.
B: It’s horrible having their pictures and the words ‘For sale’ over it.
N: Under Kuwait’s domestic worker law, it is illegal not to give your domestic worker a day off per week. It’s also illegal for the employer to keep hold of their domestic worker’s passport. But it’s not only happening in Kuwait, and 4Sale is not the only app being used. In Saudi Arabia we found hundreds of women being sold on Haraj, another popular commodity app. (161 words)

ナレーター： クウェートの法律では、１週間に１日休みを与えないことは違法です。また、彼らのパスポートを取り上げることも違法ですが、別の国で別のアプリでも同様のことが起きています。サウジアラビアでは「ハラージ」で女性の売買が行われています。
Day ５ オンライン奴隷市場の実態③ システムの問題
Ann (Representative of a human-rights group) : That is the problem with “Kafala” maybe. That is the problem with that kind of system, it’s that the employer is thinking that they own the worker. But it's only the service, not the totality of the person.
Narrator: Under the “Kafala” system, domestic workers are brought into the country by agencies and then officially registered with the government. Potential employers pay the agencies a fee and become the official sponsor of the domestic worker. Under the “Kafala” system, a domestic worker cannot change or quit her job, nor leave the country without her sponsor’s permission. Apps like 4Sale, Haraj and Instagram enable employers to sell the sponsorship of their domestic workers to other employers, for a profit. This bypasses the agencies and creates an unregulated black market that leaves women more vulnerable to abuse and exploitation. (144 words)

Day ６ オンライン奴隷市場の実態④ 少女たちの売買
Narrator: Hundreds of underage girls are trafficked* from Guinea each year. It’s a lucrative* industry for traffickers, and a last resort for families trying to escape poverty. We arrange to meet a trafficker to find out how a young girl could end up in Kuwait. He agrees to talk to us as long as we conceal his identity.
Reporter B: If a girl is underage and wants to go to the Gulf, how would you go about that?
Trafficker: We are going to increase their age to 21 years, because if you don't have 21 years or 22 years, they’re not going to accept you to the Gulf.
B: It’s illegal to change the age, right?
T: Yes, we make a birth certificate* for you, so you have 21 or 22 years. So take that birth certificate and go to the immigration, they make passport for you. It’s not difficult, it’s money. Some agents what they do they can help you. If you have no money, they will sex you, make before helping you go to Kuwait. (177 words)
ナレーター：ギニアでは毎年、多くの少女が売られています。儲かる商売であり、貧困家庭にとっても頼みの綱となっています。少女たちの売買について密売人に話を聞きました。匿名を条件に話してくれました。
記者B：もし未成年の少女がここを出たいと言ったらどうしますか？
密売人：年を21歳にするよ。21～22歳でないと行けない。
記者B：年を書き換えるのは違法ですよね。
密売人：そうだ まず出生証明を偽造する。21～22歳になるようにね。それを持って移民局に行くとパスポートをくれる。簡単さ、金だよ。それなりの金を積めばやってくれる。金がなければ体を売ればいい。そうすればクウェートに行ける。
Day ７ 被害者少女の話
Kuwait caused me a lot of problems. There was nothing good there. Kuwaiti houses are very bad. Too much work over there. No sleep, no food, nothing. When they want to wake me up, they say ‘Haywan!’ Haywan means animal. "You animal, come on, wake up!" We are not lying, because we have a big experience of that.
The madam hit me. I was washing the clothes and she beat me with the iron. She hit me, and it was so hot. All these are the scars from Kuwait.
When I stay with the family, we travel to Saudi for three months. I sleep with the cows, you know cows? So I ask them, "Why do I have to sleep with cows?" They say, "We don’t have a place for you, you need to sleep there." We stayed there for three months. When I come to Kuwait, I looked like a slave. So I ran out, because I’m scared. I go outside, I go to police and handover myself. I stay in prison for three months. Life in prison is not easy. Kuwait is really a hell. I can’t talk much because we suffered a lot. (196 words)
クウェートではトラブルしかなかった。いいことなんて全くなかった。ひどい家ばかりよ。こき使われたわ。睡眠も食事もなしで働いた。私を起こす時は "ハイワン" よ。「家畜」って意味。「起きなさい 家畜、仕事するのよ」って。嘘じゃない。だって実際 体験してきたんだから。
奥さんにアイロンで ぶたれたわ。私が洗濯をしていたらアイロンで叩かれた。熱かった。全部クウェートでの傷よ。
その家にいた時、サウジに３か月 旅行したんだけど、私はずっと牛舎で寝かされた。牛たちと寝たのよ。分かる？ 動物と一緒だなんて。なぜなのか聞いたら「他に場所がない」って。３か月もよ。クウェートではまるで奴隷。怖かったから逃げたの。外に出て警察に駆け込んで刑務所に３か月入れられた。そこもつらかった。クウェートは地獄よ。つらいことばかりだったから、もう話せない。
Day ８ 大手アプリ運営会社の反応
The online slave market is still booming. And there are still thousands of domestic workers being bought and sold on Instagram, Haraj, and other apps. Unless governments enforce their own laws and the Silicon Valley tech giants apply stricter regulations on their users, this online trade will continue, leaving many women exposed to exploitation and abuse.
Following our investigation, 4Sale, the app which was used to sell girls removed its domestic workers section and gave us this statement:
"The allegations* are appalling and ones that 4Sale completely condemns. 4Sale is committed to running its business ethically and in line with the relevant laws and regulations in Kuwait."
Facebook, which owns Instagram, told us:
"We do not allow content or behaviour on Instagram that may lead to human exploitation. Following an investigation, we have banned the hashtag خادمات للتنازل# (“#maidsfortransfer”) as much of the content violated our policies. We also removed 703 violating accounts."
But we found hundreds of posts on Instagram, using similar hashtags, to sell domestic workers.
Haraj, the commodity app used in Saudi Arabia, did not provide us with a statement.
Google told the BBC:
"We're deeply troubled by the allegations, as this type of activity has no place on Google Play.
And Apple said:
We strictly prohibit the solicitation or promotion of illegal behavior, including human trafficking and child exploitation, in the App Store and across every part of our business. We take any accusations or claims around this behavior very seriously. (240 words)
オンライン奴隷市場は今でも人気があります。数千人のメイドがインスタグラムやハラージなどのアプリ上で売買されているのです。政府が国内法を強化し、企業がユーザーに対して厳しい規制を設けないとネット上の売買は続きます。多くの女性が搾取と虐待にさらされるのです。
私たちの調査により、フォーセールはメイドの項目を削除し声明を送ってきました。”今回のフォーセールに対する申し立てと非難に驚愕しました。今後はクウェートの法律と規則に則り倫理的に運営していきます”
インスタグラムを運営するフェイスブック（註：現在はメタ）の声明です。”搾取につながるような内容や活動は許可しません。調査の上 ポリシーに反するハッシュタグを禁じました。違反している703のアカウントを削除しました” しかし、その後も似たようなハッシュタグが使われています。
ハラージは何の声明も出していません。
グーグルの声明です。”今回の申し立てには困惑しています。わが社はこうした活動を許可しません”
アップルの声明です。”我々はアプリストアにおける人身売買や子どもの搾取などのあらゆる違法行為を厳しく禁じます。これらに対する申し立てや非難を深刻に受け止めています”
５．まとめ
生まれる国も地域も家族も選べないというのに、貧しいというだけで豊かな国に売られ、奴隷のようにこきつかわれ搾取される少女たちがいる。
彼女たちはメイドとして働いているだけで、自分たちが写真付きでネットで売られている事実を知らない。家を移る時は、何かの事情で別の家に行くのだと言われるだけだ。
タチが悪いのは、雇っている側に罪悪感がないことだ。お金を出して買っているのは「権利」だけなのに、メイドを買っていると勘違いしているから、ある程度使ったら、自分たちが買った金額より高く売ろうとする。
たくさんのアプリのサイトで普通に金額が出ているから、人間の売り買いをしているという感覚がマヒしているのだ。クウェートは法令が厳しいらしいが、それでも取り締まりができないほどネットビジネスが広がってしまっているようだ。
昨今、日本でもネットを介しての闇バイトが問題になっている。海外で稼げると騙されて、東南アジアで同じように自由を奪われ、暴力で支配されて詐欺に加担させられた高校生の話もあったばかりだ。
情報を制限することは難しく、たくさんの情報があふれる中、仕事あっせんの形で犯罪に引き込む案件をどう見分けるか、受け取る側の判断力も問われている。
