アメリカ、イギリス、カナダのネット世論操作対抗フレームワーク

2024年2月16日、C20に参加したアメリカのジョー・バイデン大統領、カナダのジャスティン・トルドー首相、イギリスのリシ・スナク英首相は協同で外国からのネット世論操作に対抗するフレームワークを発表した。
これは昨年、アメリカ国務省が発表したフレームワークに則ったもので、次の5つの行動領域から構成されている。

1．国家戦略と政策 national strategies and policies
2．統治構造と制度 governance structures and institutions
3．人的、技術的能力 human and technical capacity
4．市民社会、独立メディア、学術界 civil society, independent media, and academia
5．多国間協力 multilateral engagement

単なる情報共有に留まらない連携が海外からの影響工作への対処には不可欠ということなのだろう。
アメリカ自身はすでに国内での対策の後退が起きており、どうにもならないので身近な同盟国に協力を仰いだという感が否めない。特にカナダは隣国でもある。
中露伊の干渉をカナダが暴いて公開してくれれば、アメリカ自身ができなくてもかなり役に立つ。
