10以上のNGOやシンクタンクなどが国連やEUの議場で発言し、イベントを行って、親インド、反パキスタン、反中国の主張を広げている。中には国連人権委員会の認定NGOもある。
いくつかはインドのSrivastava Groupの関与が指摘されている。

EU ChronicleというサイトとANI（インドのプレスエージェンシー）を中心に親インド、反パキスタン、反中国を拡散している。
EU ChronicleにはEU議員や著名人からの寄稿がある。一部は本人のものであり、一部は捏造の可能性がある。
EU ChronicleはインドのSrivastava Groupが関与している。
