今こそ『日本の100年国家ビジョン』を議論せよ：2024年9月30日（月）
明日10月1日に誕生予定の石破茂（67歳）内閣総理大臣と，野党第一党の立憲民主党の野田佳彦（67歳）代表の登場により，日本政治において漸く分かりやすい与野党論戦が期待できるようになった。これまでの日本政治では考えられなかったことである。「噛み合う」議論ができる能力を持つ政治家が，しかるべき立場に就いたことは，日本にとっては素晴らしく良いことだ。
とりわけ若い世代は，今の日本政治に注目して，しっかりと学んでほしい。日本が直面する国内外に山積した問題の解決のために本質的な議論が展開されることに期待している。
これまでは，政治家個人における理解力や説明能力の物足りなさや，意図的な二枚舌しか言えなかったような政治家や，経験不足で理論と現実の乖離が甚だしい政治家など，残念であるが，実際，日本には，そのような政治家が要職に就いても「已む無し」と言わざるを得ない諸事情があった。これは，そうした政治家を選んだ国民の所為（せい）でもあった。
しかしながら，内閣総理大臣の石破茂氏と立憲民主党党首の野田佳彦氏による与野党論戦の枠組みが，これから長く続くかどうかは不確実の様相だ。と言うのも，既に臨時国会が開催される前の9月29日において，10月9日にも衆議院解散の可能性が取り沙汰されるようになり，10月27日の投開票の総選挙の可能性が高いためだ。
この際，総選挙において，日本の「100年国家ビジョン」を是非とも議論してほしい。「平均値」でみた世界トップを目指すのではなく，「最小値」でみた世界トップを目指すような「国家ビジョン」を考えてほしい。なぜ，いまNHKが司馬遼太郎原作のドラマ『坂の上の雲』を再放送しているのか。いまが，時代が変わる潮時とでも言いたいためなのだろうか。
いつの世も，おのれが偉くなってしまうと，金持ちのことしか考えなくなってしまう。そうした世界は，永遠でもなく，持続可能でもないのだ。日本の「100年国家ビジョン」を考える際には，比叡山延暦寺開祖の伝教大師最澄上人の次の言葉が今も生きているように思う。
「一隅を照らす，これ即ち国宝なり」
Now is the Time to Discuss “Japan’s 100-Year National Vision”: Monday, September 30, 2024
With the anticipated inauguration of Shigeru Ishiba (67 years old) as Prime Minister tomorrow, October 1, and the emergence of Yoshihiko Noda (67 years old), leader of the largest opposition party, the Constitutional Democratic Party, Japan’s political scene can finally expect clear and meaningful debates between the ruling and opposition parties. This is something that was previously unthinkable in Japanese politics. It is a great thing for Japan that politicians capable of engaging in substantive discussions have assumed the appropriate positions.
Young people, in particular, should pay close attention to the current state of Japanese politics and learn from it. We hope that substantial discussions will unfold to address the numerous domestic and international challenges Japan faces.
Up until now, Japanese politics has been plagued by various unfortunate circumstances where politicians with a lack of understanding, inadequate communication skills, or those who were prone to intentional duplicity, as well as those whose lack of experience resulted in a wide gap between theory and reality, have been placed in key positions. Unfortunately, these circumstances have often been attributed to the very electorate who chose such politicians.
However, it is uncertain whether the framework for debates between Prime Minister Shigeru Ishiba and Yoshihiko Noda, leader of the Constitutional Democratic Party, will continue for long. On September 29, even before the extraordinary Diet session convenes, there have already been rumors of a possible dissolution of the House of Representatives as early as October 9, with the general election likely to be held on October 27.
In light of this, we hope that the upcoming general election will include discussions on Japan’s “100-Year National Vision.” Instead of aiming to be the world’s best based on “average values,” we should aspire to be the best in the world based on “minimum values.” Why is NHK currently re-airing the drama “Clouds Above the Hill” based on Ryotaro Shiba’s novel? Could it be signaling that now is the turning point of an era?
In any age, when one becomes powerful, they tend to only think about the wealthy. Such a world is neither eternal nor sustainable. As we consider Japan’s “100-Year National Vision,” I feel that the following words from Dengyo Daishi Saicho, the founder of Enryakuji Temple on Mt. Hiei, still resonate today:
“To illuminate a corner of the world, that is the true treasure of the nation.”
