The second day of the second state of emergency

Today is the second day of the second state of emergency.

Looking at train stations and main streets, they are almost the same as the day before the declaration of the state of emergency.

I would like to hope we see these crowded trains and streets one day only because the declaration was issued on the evening of the day before.

I guess there wasn't much time for most companies to arrange their staff and works for remote work for the second state of emergency.

That situation itself shows the lack of preparedness, rather the lack of sense of crisis, or if I may say, the resistance to change even in this emergency.
