米国商務省BIS Entityリスト　住所だけでの指定始まる

6月の話です。
米国商務省BISは、6月18日の"Implementation of Additional Sanctions Against Russia and Belarus Under the Export Administration Regulations (EAR) and Refinements to Existing Controls"から、Entityリストに会社名なし住所のみの記載が始まりました。
先週末8月23日の”Commerce Tightens Export Controls, Targets Illicit Procurement Networks For Supplying Russian War Machine”でさらに住所のみの指定で中国（香港）3社、トルコ1社を追加しました。

EAR Part 744.16(f)

6月18日のEARの追加点で、Part 744.16(f)が追加されました。

Addresses that present a high diversion risk. In limited circumstances, such as when multiple entities on the Entity List use the same address, or the name of an entity at a particular address is unknown to BIS, BIS may determine that such an address presents a high risk of diversion and publish the address on the Entity List without an associated entity name. These entries will apply license requirements, license review policies, and restrictions on the use of license exceptions for all entities using that address. When submitting a license application, the applicant should name the specific entity on the application. In the license application field for additional information, the applicant should state that the address is on the Entity List.

現時点でEntityリストに追加されたアドレスのみの会社・団体を以下に抽出しました。
登録されている所在国、中国（香港）11とトルコは1です。

ITシステムでの対応について

今回の改正で住所で照合作業を行うことになります。
ところで、既存のITシステムで、住所での照合はできているのでしょうか。
以前に紹介した安全保障貿易管理のシステムで対応できているのか、HPで公開されている情報で確認してみます。
情報を読み取れず、実はできている可能性もあります。その点は注意してください。

株式会社バイナル　TOSSシステム：顧客審査機能はないようです。

日立ソリューションズ　安全保障貿易管理ソリューション：顧客審査機能はあるが、「当社独自技術である「あいまい検索エンジン」により、登録済みの顧客名と懸念リストとの照合を、より確実に行うことができます。」とあり、会社名の照合のみのようです。

株式会社SICシステム　S・安貿：顧客審査機能はあるが、チャットBotの回答によると「名称（会社名）の類似性のみを判定対象にしています。」とのことで、住所での照合機能はないようです。

トムソン・ロイター株式会社　ONESOURCE Global Trade 安全保障貿易管理システム：Denied Party Screeningで実施すると思われますが「国際取引禁止対象者リストで手作業による氏名や国名の検索を行う必要がなくなります。」と会社名だけのようです。情報不足。

すでてのシステムについて機能確認をしてみましたが、会社名での照合のみのようです。
今後対応してくるのでしょう。
ところで、住所での照合を実現するとしても、会社名での照合での問題と同様に表記の揺らぎ問題、メンテナンス問題（追加、削除、住所変更、移転など）もあり、大変です。

やはり手作業でやるしかないのでしょうか。皆さんどうしてるのでしょう。
