Japan and U.S. reach agreement on cost of hosting American troops
日本とアメリカは米軍の駐在費に関して合意する。
Japan and the U.S. settled on an unusual one-year agreement on Tokyo’s share of costs for hosting American troops Wednesday, in a move that will buy time for both sides amid the COVID-19 pandemic.
日本と米国は、COVID-19パンデミックの中で双方が時間を稼ぐために、米軍を受け入れるための費用を東京が負担するという異例の1年間の合意に達しました。
The special agreement, reached after negotiations between the administrations of Prime Minister Yoshihide Suga and President Joe Biden, comes after years of reported backroom dealings between their predecessors that left the alliance strained over threats to withdraw U.S. troops if certain cost benchmarks were not met.
これは菅政権とバイデン政権の間で行われた合意である。同盟に傷を与え、駐在費の日本負担が要求以下であるとしたら米軍を撤兵すると脅す事までになった両方の前任者の間で行なわれた裏取引後の合意であった。
The one-year deal, in which Japan will shoulder about ¥200 billion — roughly in line with the previous year — is widely seen as a temporary measure, freeing the Biden team to battle the raging pandemic inside its borders and sparing Japan a potentially controversial negotiation over the costs.
去年とほぼ同じであり、日本が二千億円を負うこの一年の合意は簡易的な対策だと見解されている。バイデン政権に米国内のパンデミックとの戦い集中させ、日本との論争が激しい交渉から自由になれるようだ。
Under their security treaty, Japan covers part of the costs for hosting about 55,000 U.S. military personnel in the country, including labor, training and utility outlays.

US, Japan extend cost-sharing pact for hosting American troops
日本はアメリカの駐在費の分割の延長に合意する。
Japan and the United States have agreed to extend the arrangement on how much Tokyo pays to host U.S. troops on its soil for another year as the two countries continue to work out a new pact, the island nation announced Wednesday.
日本と米国は、新たな協定の策定に向けて作業を続けている間、在日米軍の駐留経費を東京が負担する協定を1年間延長することに合意したと発表した。
The current five-year arrangement, set to end after March, will now run until April 2022, Japanese Minister of Foreign Affairs Toshimitsu Motegi announced.
外務大臣の茂木敏充は、現在の５年間契約は3月に終了する予定であり、この合意によって2022年4月まで延長することを水曜日に発表した。
Japan will pay about $1.9 billion to support roughly 55,000 U.S. forces stationed there through the extra year, and both governments are expected to sign the agreement soon, the Kyodo news agency reported.
共同通信社の報道によると、日本は約19億ドルを支払い、約5万5千人の駐留米軍を臨時に支援することになり、両政府は近く協定に署名する予定だという。
Top Pentagon spokesman John Kirby on Wednesday referred questions on the details of the agreement to the State Department but said the United States is "very grateful for the support that we get from the Japanese government."

Countries that host permanent U.S. military installations traditionally pay a portion of the costs to house and equip the troops. The payment varies from country to country and in how it is given, with some allies — including Japan, which Washington uses as a base for operations in the larger Asia-Pacific region — making cash contributions.
