Democracy was too early to human.
But mobocracy still is.
Not only Hyogo, it will spread whole Japan because it showed that instigation works. The way to make instigation is just spend money, it's shame.

I have a colleague who claims to be absolutely excellent and right, and speaks bad of everyone else except young girl. The question is he is 50 years old. Why is he childish? Who over 50 years old in Japan make comments wondering if they are a nuisance to society due to oldness, he seems to mistakenly believe he is young. Construction company in Japan may have such problems.
