文科省官僚の御上孝（松坂桃李）は私立隣徳学院3年2組の教壇に立っている。
29人の生徒を前に、御上の授業が始まる。その場にいる29人の生徒は、それぞれの想いをもって、向き合っていくのだが、御上が投げかけるある問いが、波紋となり、生徒たちをつき動かすことになるーー。
Takashi Mikami (Tori Matsuzaka), a rational student from the Ministry of Education, Culture, Sports, Science and Technology, teaches in Class 3, Class 2 at the private Rintoku Academy.
The class begins in front of 29 students. The 29 students present there, each with their own thoughts, are looking at the challenge, and the challenge that the Emperor throws out becomes a ripple that moves the students.
