Ukraine marks the grim second anniversay of Russia's full-scale invasion on Saturday. Ammunition is running short; American aid is stalled in Congress; European arsenals are exhausted; and Russia is advancing, having recently taken the town of Avdiivka. For now, the new Western support is coming mainly in the form of sanctions on Russia of diminishing value.

European countries have belatedly taken on most of the burden of helping Ukraine, and have increased their own defence spending. But European action has come too late to undo the perception of many Americans that they are spending too much abroad and too little at home.
