Victim Blaming with Moral Myopia Against Ukraine : Don’t repeat misinformation and biased reporting Amnesty International

  In its report, Amnesty International said that in repelling the Russian invasion that began in February, the Ukrainian military endangered civilians by establishing bases and operating weapons systems in populated residential areas, including schools and hospitals. Amnesty International also pointed out that such tactics amounted to a violation of international humanitarian law.  We have documented a pattern of Ukrainian military operations in densely populated areas that endanger civilians and violate international wartime law," said Agnes Callamrd, the organization's secretary general.
　In response, Oksana Pokalchuk, head of the organization's Ukrainian branch, announced her resignation, and according to a statement posted on Facebook, Pokalchuk tried to dissuade Amnesty Intetnational from publishing the report in its current content, but wasn’t heeded, saying, "If you are occupied by an aggressor who tears apart your country Unless you live in a country occupied by an aggressor who tears your country apart, you probably don't understand what it means to condemn the troops who defend you," she said.  Referring to the Amnesty International report, she said that the report "can’t be allowed to fail to include information about the other side of the war, the side that started it," and that "Amnesty has produced material that seems to support Russia's side of the story. While trying to protect civilians, Amnesty International's report has instead become a tool of Russian propaganda.

Doubts about Amnesty International's  report  are as follows.
1．The way Amnesty International ignored the advice of the head of the Ukrainian branch of the organization in the victimized country and published the report is an act of self-denial that can't be considered a human rights organization. This report by Amnesty International, which judges crime victims based only on the statements of crime perpetrators without taking testimonies from crime victims, is like Russia, where even God vs. the devil is upside down.
2. After the Russian invasion, news photographers from many countries informed us of images and articles from the front lines in the victimized country, Ukraine, and many residents posted them on social networking sites. Curiously, however, this report by Amnesty International is the first "story of civilians being endangered by the military bases of the defense forces."
　The International Amnesty report confirms that the Ukrainian military has turned five hospitals and 22 schools into "de facto military bases”.  It also states that Ukrainian troops may be endangering civilians in 19 municipalities in Harkiou, Donetsk, Lugansk, and Mykolaiv oblasts.
　Secretary General Callamrd explained in an e-mail to AFP on 6 August that the report was "based on evidence gathered in a thorough investigation that followed strict standards and scrutiny procedures.
　However, there was no evidence linking "destroyed buildings", "civilian movements in densely populated areas", "de facto military bases for defense forces", and "residents at risk”.
3. It is self-evident that, in the midst of a sudden invasion one day in an unprotected situation, with government buildings, shopping centers, apartment buildings, houses, schools, hospitals, etc. in densely populated areas being destroyed by shells and missiles one after another, defense forces would have to defend and resist the war to protect residents who could not escape or were left behind in such dense areas from the urban war. 
　Even I, a military amateur, can understand the rationale for using a military base under the overwhelming military power of the invading force, which from the beginning was said to be ten times greater, especially when the building was destroyed by indiscriminate attacks with heavy weapons and left uninhabited. Because, usually, a place destroyed by shells or missiles will be the safest in probability.
　If Amnesty International claims that defending and fighting in such a situation endangered the population and violated international wartime law, I think they have an obligation and responsibility to the world to publish videos and other evidence to support this claim.
　 If not, then the Secretary General and the entire executive committee should resign in order to take responsibility for taking the initiative in going ahead with the release of the report despite the advice not to do so.
4. It is a well-known fact that 1,000 men of the Azov Battalion protected 500 wounded soldiers and 1,000 civilians in the underground shelter of the Azovstal steel plant for two months. It isn’t difficult to guess that if the 1,000 civilians had not been protected by the Azov Battalion, many women and children would have been victims of rape murder by the Russian soldiers of the invading army, as elsewhere.
　The invading forces gradually surrounded the Azovstal ironworks with heavy weapons and infantry units, and reports were made by the invading forces accusing the Azov Battalion of using civilians as shields. The logic of Amnesty International's report is similar. 
　In fact, we have not heard a single word of condemnation from the civilians, except words of gratitude to the soldiers of the Azov Battalion, in the press or on social networking sites.
5．Without presenting convincing evidence or taking testimony from civilians who claim to have been exposed to danger, they accuse the victim countries of the war of aggression of violating international wartime law in their methods of defense and resistance, and claim that they are "based on evidence gathered through thorough investigation in accordance with strict standards and procedures of scrutiny.
　It is also a biased report based on moral myopia to the extent that Callamard must plausibly excuse her own neutrality and legitimacy by saying, "Being on the defending side doesn’t exempt the Ukrainian military from respecting international humanitarian law.

6. Ukrainian prosecutors and other agencies in other countries are also gathering evidence of Russia's wide variety and vast array of war crimes and crimes of aggression. Prosecutor General Irina Wenediktova says she receives 200-300 reports of war crimes a day (BBC: 7th July). Just a couple of days ago, an article was posted on Twitter about the exhumation of the body of a very lovely 13-year-old girl who was raped, murdered, and buried.
　How is it that while many international organizations and countries are trying to stop the war of aggression, supporting Ukraine, and gathering evidence of Russian military war crimes and aggression crimes, only Amnesty International has been targeting only the movements of the Ukrainian military for the past 5 months since the invasion? This in itself is nothing but an artifice and raises many suspicions.
   a. As has been discussed on social networking sites, there are even allegations of dark ties between Amnesty International‘s Secretary General 
Callamard and Russia (Callamard is also known as Putin's Propagandists).
　b. Distorted social justice with a rush to merit. From the beginning, the report was consequentialist, targeting the Ukrainian military as the victim country. However, there was no clear case of human rights violations by the Ukrainian military for anyone to see. That said, it isn’t possible to make up a story that would be exposed (the photos are just like the ones taken of destroyed buildings). Therefore, we can’t deny the possibility that they had to publish even if they were slandered as moral myopia or victim blaming.
(If it had been an academic paper, the peer review result would have been "Not publishable" and it could not be published. What a pity).
7. In the past, while Amnesty International has published reports that have received worldwide acclaim, it has also shown itself to be guilty of deceptive reporting and irresponsible and unrepentant behavior.
  In 1990, Amnesty International's report that Iraqi soldiers who invaded Kuwait killed large numbers of newborn babies by removing them from life support was sensationalized and used as one of the materials to support the intervention of the multinational force. However, it was later revealed that this information on the killing of newborns was a fabrication (Nayla's testimony) by an advertising company under the direction of the Kuwaiti government-in-exile. Although there was criticism from within and outside the organization for publishing false information without verifying its authenticity, there has been no subsequent announcement that Amnesty has apologized for the misinformation, investigated the cause, formulated measures to prevent recurrence, or punished those responsible (https://ja.wikipedia.org). /wiki/Amnesty International. 9th Aug. 2022).
8. On 7th August(Reuters), perhaps panicked by the fierce criticism from Ukrainian President Zelensky and social networking sites, Amnesty International expressed "deep regret" for the pain and anger it had caused the Ukrainians and asked for their understanding of the report.  However, now that it has been published, whether the report is withdrawn or not, Amnesty International and Calamard will continue to pursue the issue of responsibility even after this war of aggression is over.  Having failed to heed the admonitions of the representatives of the secretariats of the countries concerned, and having missed the opportunity to block the publication of the report, there is no way to go but to run away.
９．The Ukrainian people are suffering hell right now. Of course, so are the soldiers. Callamard's decision to publicize it is an act of very sadistic second rape that adds to that suffering. 
   It is nothing short of horrifying that a person with so little imagination and sensitivity holds the authority to decide on the publication of a report issued by an international organization that defends human rights.
