The Washington Summit Declaration addresses the complex security environment characterized by strategic competition, pervasive instability, and recurrent shocks. Key points from the declaration include:

  1. Security Threats and Regional Instability:

    • Conflict, fragility, and instability in Africa and the Middle East directly impact global security, contributing to forced displacement, human trafficking, and irregular migration.

    • Iran's destabilizing actions are affecting Euro-Atlantic security.

  2. China's Role and Actions:

    • The People’s Republic of China (PRC) continues to challenge global interests, security, and values through its ambitions and coercive policies.

    • The strategic partnership between Russia and the PRC, particularly their "no limits" collaboration, is seen as enabling Russia's war against Ukraine and posing a significant threat to Euro-Atlantic security.

    • The PRC is called upon to cease all support for Russia's war effort, including the transfer of dual-use materials that support Russia’s defense sector.

    • Concerns are raised about the PRC’s malicious cyber activities, disinformation, expanding space capabilities
