Contracted sounds are indicated when certain “ i “, “ u “, or “ e “ vowel characters are followed by smaller sized や(ya), ゆ(yu), よ(yo), あ(a), い(i), う(u), え(e), お(o).

When a contracted sound is indicated...
→ the “i” "u" "e" sounds are dropped and the remaining pronunciation of both characters are combined.

Those smaller sized や(ya), ゆ(yu) and よ(yo) are often seen in a common conversation, however,
those smaller あ(a), い(i), う(u), え(e), お(o) are mainly used for foreign words only.

うぇ = ウェ = we *うえ/ウエ (ue)
