James Monroe's Third State of the Union Address
① For the protection of our *commerce in *the Mediterranean, along *the southern Atlantic coast, in *the Pacific and Indian oceans, it has been found necessary to maintain a strong *naval force, which it seems proper for the present to continue. ② There is much reason to believe that if any portion of the *squadron *heretofore *stationed in the Mediterranean should be *withdrawn our *intercourse with *the powers *bordering on that sea would be much interrupted, if not altogether destroyed. ③ Such, too, has been the growth of a spirit of *piracy in the other *quarters mentioned, by adventurers from every country, in abuse of the friendly flags which they have assumed, that not to protect our commerce there would be to abandon it as a prey to their *rapacity.

it has been found necessary to maintain a strong *naval force「強力な海軍力を維持することが必要であると考えられてきた」：第五文型の受動態. itの仮目的語（to maintain以下を示している。）
which it seems proper for the present to continue.「現時点ではそれを継続することが適切であると思われる。」：itの仮主語構文（to continue以下を示している). whichは関係代名詞であり、先行詞はa strong naval forceとなる。また、continueの目的語として働いている。

our intercourse with *the powers bordering on that sea would be much interrupted, if not altogether destroyed.「我々のその海域の周辺諸国との交流は大きく中断されるか、完全に途絶えることになる」：仮定法の主節にあたる。また、our intercourse with *the powers bordering on that seaは名詞構文になっている。

この文章は非常に読解が難しいです。実際の演説では、声に出して読むため文の切れ目が明確で理解しやすいのですが、文章として読むとその区切りがわかりにくくなります。ここでは、ゆっくりと丁寧に読み進め、理解を深めていきましょう。
Such, too,「また、そのようなもので」：such that構文の倒置の形
has been：本文の述語
the growth of a spirit of *piracy in the other quarters mentioned「他の地域でも海賊行為の精神が成長することは」：本文の主語である。
by adventurers from every country「あらゆる国の冒険者たちによって」：the growthの意味上の主語として修飾（名詞構文）
in abuse of the friendly flags which they have assumed「あらゆる国の冒険者たちが掲げた友好国の旗を悪用して」：副詞として「by adventurers from every country」を修飾。
that not to protect our commerce there「他の地域でも我々の商業を守らないことは」：such that構文のthat. to不定詞は名詞的用法でthat節の主語として働いてる。thereはthe other quartersを指す。

全訳
①地中海、南大西洋沿岸、太平洋、インド洋におけるわが国の通商を保護するためには、強力な海軍力の維持が必要であることが明らかとなっており、現時点ではその体制を継続するのが適切であると考えられる。②これまで地中海に配備されていた艦隊の一部が撤退すれば、地中海に面する国々との交流は、完全に断絶することはないにしても、著しく途絶える恐れがあるだろう。③また、他の海域においても、あらゆる国の冒険者たちが、友好の旗印を悪用して海賊行為に及んでいるため、わが国の通商を保護しなければ、結果としてそれを彼らの貪欲な略奪の餌食にしてしまう恐れがある。
