Question
I would like to know how your personal leadership philosophy influences your decisions as President of the ECB.
Answer
It takes longer.
Because I know that the predecessors and others took a different view and had determined beforehand the outcome would be.
Not my style, Not my strength.
I feel more comfortable if everybody is taking ownership of the decision.
So it takes more time,
I think it’s more inclusive,
I think it possibly reduces the friction and the descent to the benefit of a more cohesive approach.

QA④でも登場した descend は「高いところから低いところに移動する」という意味（ここでは名詞形だが）なので、it reduces the friction and the descent to ~は、「it により摩擦を減らしたり、より早く~に至るようにしたりできる」
it が指しているのはたぶん「everybody is taking ownership of the decision」
つまり、the Governing Council のメンバー全員が「（他人任せでなく）自分が決定した」という気持ちを持つことで、摩擦を減らしたり、more cohesive approach につながったりする、とラガルド総裁は考えている。
more cohesive approach というのは、合意のレベルが高い（意見や見解の相違がより少ない）状態、と考えてよいと思う。
なかなか日本語に訳しにくい文章。
