ヤルタ会談後にバチカン市国の地下に建設された4theyesの治安維持を担当しているローマ教皇庁直属の部隊、フランス政府大統領府のPMC（（プライマリーミリタリーカンパニー）、「マルセイユダイナー」（ユニオン）の社員やローマ教皇庁の諜報機関「サンタ・アリアンザ」の諜報員から選抜される。

存在の発足は中世を起源としており、アストラル体を利用して地球に侵入してきた天使や悪魔、ETを教皇庁に古来から伝わる、精神的、物理的な古典的方法で追い出したり処理をしていた。

近現代では、超常生命体による事件、事故も激減していたが、ロシア帝國のツングースカでの爆発や、幾つもの戦争を経て特異点が活発化し、4thEyesがヤルタ会談後に建設された後は地球に侵入する超常存在を統合管理する治安維持警護、対超常現象部隊に発展した。各勢力とは微妙かつ繊細な関係を構築している。
