公共施設等運営権制度とも言う。空港や道路、病院などの公共施設において、国や地方自治体が土地や建物などの所有権を保有したまま公共インフラの運営権を一定期間、民間企業に売却すること。
国や地方自治体などの公共団体にとっては税負担が減り、民間の資金や運営手法を活用できる一方、民間企業は施設の取得や保有に伴う税負担が生じず独自の工夫によって収益を拡大できる等のメリットがある。
