再エネ主力電源化のためのFIP制度：2023年10月15日（日）
2022年4月より，日本の再エネ利用の発電事業者を対象として，FIP（Feed-in Premium）制度が導入された。2012年7月より，固定価格買取（FIT，Feed-in Tariff）制度が10年間の有期限の制度として導入され，太陽光発電や風力発電などの再エネ利用発電が急速に拡大された。
FIT制度の下では，再エネ利用発電事業者は電力需要の変動に関わらず，事前に定められた固定価格で売電することができた。固定価格と電力市場価格の間には一定の価格差があり，再エネ利用発電事業者を支援するために，その価格差が補助額として支援していた。
一方，需要家や国民が負担する費用の低減を図るため，FIP制度では，電力需要によって変動する卸電力市場価格の基準価格と参照価格（卸電力市場における期待収入）の差額をプレミアムとして再エネ利用発電事業者に補助支援するものである。この参照価格は、卸電力市場価格と非化石価値取引市場価格が考慮されるとともに，バランシングコスト（発電量の計画値と実績値に乖離が生じたときに支払う費用）も含めて決まる。
欧州では既にFIP制度が導入されており，日本もFIP制度導入により，再エネ主力電源化の加速が期待されている。
Feed-in Premium (FIP) System for the Promotion of Renewable Energy：October 15th(Sunday)
Since April 2022, Japan has introduced the Feed-in Premium (FIP) system aimed at renewable energy generation operators. Previously, starting from July 2012, the Feed-in Tariff (FIT) system was implemented as a fixed-term scheme for ten years, leading to rapid expansion in renewable energy generation, including solar and wind power.
Under the FIT system, renewable energy generation operators were able to sell electricity at a predetermined fixed price, regardless of fluctuations in electricity demand. A certain price differential existed between the fixed price and the electricity market price, and this price difference was provided as a subsidy to support renewable energy generation operators.
On the other hand, the FIP system is designed to provide assistance to renewable energy generation operators by offering a premium based on the difference between the reference price (expected income in the wholesale electricity market) and the benchmark price for wholesale electricity market prices that fluctuate with electricity demand. The reference price takes into account both the wholesale electricity market price and the non-fossil value transaction market price, as well as balancing costs (costs incurred when there is a deviation between planned and actual electricity generation).
In Europe, the FIP system has already been implemented, and Japan also anticipates that the introduction of the FIP system will accelerate the transition to renewable energy as a major power source.
