北朝鮮の活動を監視する多国間制裁監視チーム（MSMT）の設立

多国間制裁監視チーム（MSMT）の設立に関する共同声明
10月16日、韓国のソウルにおいて、岡野正敬外務次官は、カート・キャンベル米国国務副長官（The Honorable Kurt M. Campbell, Deputy Secretary of State of the United States）、金烘均（キム・ホンギュン）韓国外交部第一次官（His Excellency Kim Hong Kyun, 1st Vice Minister of Foreign Affairs of the Republic of Korea）並びに韓国駐在の豪州、カナダ、フランス、ドイツ、イタリア、オランダ、ニュージーランド、英国の大使と共に、多国間制裁監視チーム（MSMT: Multilateral Sanctions Monitoring Team）の設立を発表しました。この機会に、MSMTの設立に関する共同声明が発出されました。
1 本年4月に、国連安全保障理事会（安保理）北朝鮮制裁委員会（1718委員会）専門家パネルの活動が終了したことを受け、我が国を含む同志国は、MSMTを設立しました。
2 共同声明では、参加国は、関連する安保理決議に定められた制裁措置の違反及び回避を監視し報告するための多国間メカニズムとしてMSMTを設立する意志を表明しています。また、参加国は、北朝鮮に関する安保理決議を完全に履行するという共通の決意を強調しつつ、対話への道は依然として開かれていることを再確認し、さらに、北朝鮮からの脅威が継続する中、全ての国に対し、国際の平和及び安全を維持するためのグローバルな取組に参加するよう求めています。
3 政府としては、北朝鮮に関連する安保理決議の完全な履行に向けて、米国及び韓国を始めとする同志国とこれまで以上に緊密に連携しながら、今後の更なる対応を検討していきます。同時に、安保理理事国として、引き続き、1718委員会での議論も含め、北朝鮮への対応に関する議論に積極的に関与し、他の理事国と緊密に意思疎通を行いつつ、安保理が本来の役割を果たすべく尽力していきます。
ロシアが拒否権を発動したことで、北朝鮮制裁委員会（1718委員会）専門家パネルの活動が終了し、別の枠組みを検討中としていた件です。
日米韓など11か国が新たな監視組織、多国間制裁監視チーム（MSMT: Multilateral Sanctions Monitoring Team）を設立することで合意しました。
参加国は、韓国、米国、オーストラリア、カナダ、フランス、ドイツ、
イタリア、オランダ、ニュージーランド、英国、日本 の11か国。

Joint Statement on Establishing Multilateral Sanctions Monitoring Team (MSMT)
For Implementation of UN Security Council Resolutions
regarding the DPRK
We, the participating states of the Multilateral Sanctions Monitoring Team (MSMT), are aligned in our commitment to uphold international peace and security and to safeguard the global non-proliferation regime and address the threat arising from the Democratic People’s Republic of Korea’s (DPRK) weapons of mass destruction (WMD) and ballistic missile programs, which are in violation of UN Security Council resolutions (UNSCRs).
In light of the veto which disbanded the UN Security Council’s 1718 Committee Panel of Experts this year, we hereby express our intention to establish the MSMT, a multilateral mechanism to monitor and report violations and evasions of the sanction measures stipulated in the relevant UNSCRs. The goal of the new mechanism is to assist the full implementation of UN sanctions on the DPRK by publishing information based on rigorous inquiry into sanctions violations and evasions attempts.
We underscore our shared determination to fully implement relevant UNSCRs regarding the DPRK, reaffirm that the path to dialogue remains open, and call on all states to join global efforts to maintain international peace and security in the face of the ongoing threats from the DPRK.

外務省の報道発表のリンクから、外務省では総合外交政策局 国連制裁室が担当すると理解しました。
まとめ
最近のいろいろな事象で、国連の安全保障理事会が米ロ中、それぞれの拒否権により機能不全となっています。
ロシアの拒否権による北朝鮮制裁パネルの活動停止についてはこの枠組みでなんとか以前と同じ活動をすることになるのでしょう。
しかし、北朝鮮はロシアへの兵器の提供、北朝鮮兵のロシア軍への派遣など活動を広げており、残念ながらこうした活動を止めることはできていません。
監視活動を続けるしかありません。
