もし、自社が、子会社が、Un-Verifiedリストに掲載されたら、どのようにして削除を依頼するのか。

削除について、EARに記載されています。

Procedure for requesting removal of a person on the Unverified List. Any person listed on the Unverified List may request that its listing be amended or removed.
(1) All such requests, including reasons therefor and information that verifies the bona fides, i.e., legitimacy and reliability of the person listed on the Unverified List as an end user, consignee or other party to exports, reexports, and transfers (in-country) of items subject to the EAR , must be in writing and sent to: Director, Office of Enforcement Analysis, Bureau of Industry and Security, U.S. Department of Commerce, 14th Street and Pennsylvania Avenue NW., Room 4065, Washington, DC 20230, via fax to (202) 482-0971, or by email to UVLRequest@bis.doc.gov.
(2) The Deputy Assistant Secretary for Export Enforcement will review such requests and will convey the decision on the request to the requester in writing based on an assessment of the listed person's bona fides as a party to exports, reexports, and transfers (in-country) subject to the EAR . That decision will be the final agency action on the request.

3月に掲載されて1月に削除で10か月かかっています。
Plexus社の対応
中国 Plexus (Xiamen) Co., Ltd.は、掲載が12月19日、削除が1月19日でわずか1か月での削除を達成しました。
2023年12月19日にUn-Verifiedリストへの追加のアナウンス後、すぐにプレスリリースを掲載し、BISに対して必要書類を提出し、削除の確約をもらい、12月27日に再びプレスリリースを掲載しました。
1か月での削除は可能ということです。
当然、輸出管理に関する規則、体制が整っており、証拠となる書類群が保管されていることが条件です。あとは交渉です。

(NASDAQ: PLXS) today received notification through official written correspondence from the U.S. Department of Commerce that its China subsidiary (“Plexus Xiamen”) will be removed from the Bureau of Industry and Security’s (“BIS”) Unverified List. Through no fault of Plexus or the BIS, a delay in the routine verification of a shipment to Plexus Xiamen occurred, which as a result of strong cooperation between the organizations has now been swiftly rectified. The Department of Commerce has commenced an administrative process to publish the removal of Plexus from the Unverified List in the Federal Register, which the company anticipates to occur in January 2024. Plexus remains committed to compliance with all applicable U.S. export control laws, and to working with BIS in a transparent, collaborative manner.

起きないでほしいことですが、グループ会社などで米国商務省BISの問い合わせを無視してしまい掲載されてしまうことがあるようです。
日本には米国商務省BISの地域拠点はなく、米国商務省BIS香港の職員が在日米国大使館員とともに訪問したりします。メールなどでの問い合わせだったりします。
こうした問い合わせに適切に応じられるように社内体制を構築しておきましょう。
輸出管理部門に問い合わせが来れば適切な対応ができますが、会社・グループ会社のどこに問い合わせが来るかわかりません。
輸出管理部門に連絡が届くように啓発しておきましょう。
