前回、8月の記事を更新してみました。
12月1日施行の中国の規制に書き換え、台湾とシンガポールの規制についても取り上げてみました。
デュアルユース品の規制は、
Wassenaar Arrangementで決まり、
その次に参加国、日米欧などが改正し、
その後に他の一部の国に広がっていく流れです。

中国の規制は別世界。日本は規制体系が別世界です。
米国の独自規制4A994はロシア、ベラルーシ規制として各国に取り込まれています。

日本

輸出令　別表第1　8項：電子計算機若しくはその附属装置又はこれらの部分品（四の項の中欄に掲げるものを除く。）であつて、経済産業省令で定める仕様のもの

貨物等省令　7条
3号：デジタル電子計算機、その附属装置若しくはデジタル電子計算機の機能を向上するように設計した部分品であって、次のロ、ハ若しくはトのいずれかに該当するもの又はこれらの部分品（次のチからヌまでのいずれかに該当するもの及びこれらの部分品を除く。）
ロ：デジタル電子計算機であって、加重最高性能が七〇実効テラ演算を超えるもの

ロシア、ベラルーシ等向けの規制
輸出令　別表第2の3　2号（7）：電子計算機及びその附属装置並びにこれらの部分品
輸出貿易管理令別表第二の三の規定に基づき貨物を定める省令　10条
2号：信号処理又は画像強調のための装置を組み込んだ電子計算機であって、加重最高性能が〇・〇一二八実効テラ演算以上のもの
3号：電子計算機であって、一六以上のプロセッサを集合させることにより性能を向上させるために特に設計又は改造したもの

コメント：ロシア、ベラルーシ向けの制裁で米国ECCN 4A994が採用され、規定されている。

コメント：計算性能は、4A003.b、4A994.b、EAR99の順に確認をしていく。

コメント：中国の規制値は8.0Weighted TeraFLOPSなので、2014年のWassenaar Arrangement の規制値を採用しています。
