[ja] Panel Discussion：サイバーセキュリティ人材育成と戦略的イニシアティブへの国際的アプローチ
このパネルディスカッションでは、日本、英国、欧州、米国の代表者が一堂に会し、サイバーセキュリティ分野における若手人材の育成と多様性の推進に向けた取り組みについて議論します。各国の具体的な取り組みや成果を紹介するとともに、国境を越えた協力の重要性や、こうした取り組みを通じて形成されたネットワークの重要性について考察していきます。さらに、サイバーセキュリティ分野において多様で優秀な人材を育成する効果的な方法をはじめ、今後の課題と可能性についても議論していきます。
[en] Panel Discussion：International Approaches to Cybersecurity Talent Development and Strategic Initiatives
In this panel discussion, representatives from Japan, the UK, Europe, and the US will come together to explore efforts in developing young talent and promoting diversity in cybersecurity. Panelists will share concrete initiatives and achievements from their respective countries, highlighting the importance of cross-border collaboration and the impact of networks formed through these efforts. Additionally, the discussion will address the challenges and opportunities for the future, as we seek effective ways to nurture diverse and skilled talent in the cybersecurity field.

[ja] ヤニス・アグラフィオティス
欧州連合サイバーセキュリティ機関（ENISA）のキャパシティビルディングの専門家。現在、欧州および国際的な課題に重点を置き、Capture-the-Flagチャレンジの企画を担当している。オックスフォード大学に所属し、コンピューターサイエンス学部でサイバーセキュリティの上級研究員を務める。学術界では、キャパシティビルディング、サイバー領域におけるリスク分析とレジリエンス、サイバー保険、内部および外部の脅威に対する異常検知に関する研究を行うさまざまなプロジェクトに参加している。ヤニスは、ウォーリック大学で工学の博士課程を修了（2012年、EPSRCの資金援助による）。また、ロンドン・スクール・オブ・エコノミクス・アンド・ポリティカルサイエンスで情報システムの分析・設計・管理の修士号（2008年）、ギリシャのマケドニア大学で応用情報学の学士号（2006年）を取得している。

ルーシー・ヒンドマーシュ氏は、英国科学・イノベーション・技術省のサイバー局（DSIT）で若者向けサイバースキル育成を担当するシニア政策アドバイザーです。英国のサイバー分野における持続可能で多様性のある人材育成パイプラインの構築や、コンピュータ関連資格の取得促進に注力している。ヒンドマーシュ氏は、「CyberFirstプログラム」や「UK Cyber Team Competition」といった政府主導の取り組みに携わっており、これらの活動は英国全土の若者に新たな機会を提供し、すべての人が新技術の恩恵を享受できるようにするという政府の目標において重要な役割を果たしている。
[ja] ジェシカ・ギュリック
ジェシカ・ギュリックは、25年以上のエンジニアリングとサイバーセキュリティの経験を持つ認知された実務家であり、思想的リーダーです。サイバーセキュリティチームの指導や、国家サイバースタンダードの著者として貢献してきました。また、バージニア工科大学のMBA修了生であり、ITおよびサイバー関連企業を立ち上げ、成長させた起業家でもあります。
現在は、サイバーゲームを通じてサイバーセキュリティの人材問題に取り組むことに注力しています。2019年には、ゲームや壮大なイベントを通じて重要な取り組みへの資金調達を目指す社会的影響イニシアチブ「PlayCyber」を設立しました。2021年には、米国政府の「国家サイバーセキュリティ教育イニシアチブ（NICE）」プログラムと協力し、U.S. Cyber Gamesを設立。多様性のあるサイバーコミュニティの構築を推進し、サイバースキルの加速と次世代の労働力へのインスピレーションを与える取り組みをリードしています。
また、Women’s Society of Cyberjutsuの理事を8年間務め、現在はベイパス大学のサイバーセキュリティ教育委員会のメンバーでもあります。

サイバーセキュリティ研究者・技術者。 2013年に慶應義塾大学環境情報学部卒業後、日本電信電話株式会社（NTT）に入社し、約10年間ソフトウェアセキュリティの研究開発に従事。研究成果を「BlackHat」や「ACM AsiaCCS」といった国際会議で発表する。2022年にElasticに入社。現在はシニアセキュリティリサーチエンジニアとしてエンドポイントセキュリティの研究開発を主に担当する。女性セキュリティ技術者のコミュニティ「CTF for GIRLS」の発起人であり、Black Hat AsiaおよびBlack Hat USAのReview Board（査読委員）を務める。第十五回情報セキュリティ文化賞受賞。サイバーセキュリティに関する総務大臣奨励賞個人受賞。著書に『サイバー攻撃』（講談社、2018）『入門セキュリティコンテスト』（技術評論社、2022）がある。
[en] Ioannis Agrafiotis
Dr. Ioannis Agrafiotis is an Expert in Capacity Building at the European Union Agency for Cybersecurity (ENISA). He is currently responsible for organizing Capture-the-Flag challenges, with particular focus on European and International challenges. Ioannis has an affiliation with the University of Oxford, where he acts as a Senior Researcher in cybersecurity with the Department of Computer Science. In his academic role, he has participated in various projects conducting research in capacity building, risk analysis and resilience in the cyber domain, cyber insurance, and anomaly detection for internal and external threats. Ioannis completed his doctoral studies in Engineering at the University of Warwick (2012, EPSRC-funded). He also holds an MSc in Analysis, Design and Management of Information Systems from the London School of Economics and Political Science (2008) and a BSc in Applied Informatics from the University of Macedonia in Greece (2006).
[en] Lucy Hindmarsh
Lucy Hindmarsh is a senior policy advisor leading on youth cyber skills at the UK Department for Science, Innovation and Technology’s Cyber Directorate. With a focus on building a sustainable and diverse talent pipeline for the UK cyber sector and increasing the uptake of computing related qualifications, Lucy works on UK government initiatives such as the CyberFirst programme and the UK Cyber Team Competition. These programs are pivotal in central to the UK government ambitions to increase the opportunities available for young people across the UK and ensure the benefits of new technology are felt by all.
[en] Jessica Gulick
Jessica Gulick is a recognized cybersecurity practitioner and thought leader with over 25 years of experience in engineering and cybersecurity. She has led cybersecurity teams and contributed as an author on national cyber standards. She is also a VT MBA alumna and entrepreneur, having launched and grown IT and cyber firms. Her current focus is on tackling the cybersecurity talent problem with cyber games. She founded PlayCyber in 2019, a social impact initiative to address workforce challenges with games and epic events to raise funding for important initiatives. In 2021, she founded the U. S. Cyber Games in collaboration with the National Initiative for Cybersecurity Education (NICE) program and leads efforts to build an inclusive, cyber community that accelerates cyber talent and inspires the workforce of tomorrow. She served on the board of Women's Society of Cyberjutsu for 8 years, and is a member of the BayPath University cybersecurity education board.
[en] Asuka Nakajima
Asuka Nakajima is a cyber security researcher and engineer based in Tokyo, Japan. With over a decade of experience in computer security, her expertise includes software security, reverse engineering, and cyber security research and development. She has presented at numerous security conferences and events, such as Black Hat USA/Europe/Asia Briefings, AsiaCCS, ROOTCON, AIS3, and PHDays, and serves on the Review Board for Black Hat USA and Asia.
In addition, Asuka is the founder of CTF for GIRLS, the first infosec community for women in Japan, and also the author of the bestselling book "Cyber Attack" (Bluebacks, 2018). Currently, she works as a Senior Security Research Engineer at Elastic Security, focusing on endpoint security R&D.
