February 17, 1900. Shozo Tanaka took the stage at the Imperial Diet.To deliver a fiery speech that was later called "The Bokoku-Ensetsu".
"I would like to express my strong feelings about the behavior of the government officials in Kawamata. The people in the affected areas came to the imperial capital simply to complain about their suffering due to the mining damage. Why is that bad ! Moreover, government officials used the police force to intimidate the people, who did not have a single weapon, and suppressed them with loud threats and violence. The police force then shouted a rallying cry of victory, took some of the victims, and sent them to court. Is this how a modern nation behaves !! That is, kill the people. Killing the people is the same as putting a blade to the body of the nation itself. What do we say if we do not say that this is the death of the nation, the act of the nation killing its precious people?"
"Please answer this question to the Prime Minister !"
I believe that this is kind of speech that will bring tears to eyes of those who hear it.
Unfortunately, however, Aritomo Yamagata, the prime minister at the time, did not have the sensitivity to share this view.
Certainly, Aritomo Yamagata, as the general of the Imperial Army, left no doubt about his military prowess. However, because of this, he had a tendency to think of the soldiers(or more broadly, the people)as pawns in a game of chess.
Aritomo Yamagata said. "The question makes no sense, so there is no way to answer it."
Shozo's heart was completely broken by this one word.
