Chapter 3 (early Meiji era ) Civil Liberties Movement
Although most of the rebel leaders were ejected from the Seinan Civil War, there were some exceptions. They included Itagaki Taisuke and Goto Shojiro, both from the former Tosa Clan. They witnessed the deaths of Saigo Takamori and Eto Shinpei and realized the folly of rebelling against the government with military force. At this time, newspapers were being established throughout the country and there was a growing movement to change the world through speech. Shozo Tanaka joined this movement and became involved in the publication of the Tochigi Shinbun.
