韓国戒厳宣言-危機がチャンスだ(Martial Law Declared in South Korea: A Crisis Turns into an Opportunity)

あまりにも驚くべきことが起こった。 21世紀2024年、韓国で1980年代の軍事独裁時代に限ってありそうな戒厳宣言があった。 私はあまりにも驚き、呆れて本当なのか疑問に思うほどだった。
韓国は経済大国に成長し、日本よりも政治面でリードしていると自負したが、とんでもないことが起きた。
戒厳は軍人である戒厳司令官によって行政、司法が中断され言論、集会の自由が停止される。 令状や法の措置なしに逮捕できる、それこそ戦争や事変のような特殊な状況でなければ発動されてはならない状況だった。
幸い勇敢な市民たちが国会議事堂に集まり、国会議員たちも早く集まって戒厳解除を議決し、軍人たちも大きな衝突なしに本来の任務に戻って日常に戻ることができてとても嬉しい。
集まった市民たちの姿の中で、高校生まで期末試験の準備期間中なのに遠くから訪ねてきたというインタビューを見て感心した。銃を持った軍人たちの前でも臆することなく抗議する国民の姿から、韓国の未来が決して暗くないという確信を得た。 また、軍人たちも1980年の過去のような暴力なしに慎重に接近し、早く解決することができた。 直接参加できなくて申し訳ない気持ちもあった。
日本でも緊急速報で事態を放送し、石破首相も隣国の事態を綿密に検討中であることを見て、強調したい。韓国内の日本人やすべての状況は非常に安全だということだ。
米国、欧州など海外の外信もトップニュースで韓国戒厳関連ニュースを伝えた。 SNSなど言論の手段が多様化した韓国で軍事戒厳が絶対成功できないことを示したようだ。
国家信用度が暴落するなど危機が到来したことは明らかだ。 しかし、危機こそチャンスだと思う。 間違いを正すきっかけとなった。 過去には戒厳を通じたクーデターが成功して歴史が逆に戻ったが、今回の戒厳はむしろ歴史を明るく透明にする契機になるだろう。 国民が監視していることを示し、権力を持っているからといってむやみに振り回せば、責任が伴うということが明らかになっただろう。
「人生塞翁が馬」だという。 悪いことが必ずしも悪いわけではない。 悪いことは教訓を与え、さらに強い学びを与えて発展を遂げることができる。 これがこれまでの歴史の教訓だった。 がっかりしないようにしよう。 我々は軍の戒厳令を防ぎ，急速に日常生活に回復した。
海外のすべての国に告げます。 韓国は安全です。 何の異常もありません。 むしろ日常がもっとうまくいっています。 何の心配もなく旅行に来てもいいし、投資をしてもいいです。 韓国は今回のことでより民主的で美しい国になるでしょう。 昨日の韓国は戒厳がありましたが、今日の韓国は一段と成熟しました。より安全になるでしょう。 政権打倒のデモも過去の弾劾時代に平和だった経験があったので、全く心配しなくても大丈夫です。 このような荒唐無稽な状況でも、国会と国民は法を遵守しました。 今後も法を通じて大韓民国は戒厳後の事態を収拾します。 安心して韓国の素敵な文化と国民性を楽しんでください。（Qの希望）

An astonishing event has unfolded—martial law was declared in South Korea in 2024, an occurrence that seemed more fitting for the military dictatorship era of the 1980s. I was so shocked and dumbfounded that I questioned whether it was real.
South Korea, a nation that has grown into an economic powerhouse and prided itself on surpassing Japan in political development, experienced this unthinkable event. Martial law, led by the military's martial law commander, suspends administrative and judicial functions while curtailing freedoms of the press and assembly. It allows arrests without warrants or legal procedures, a measure that should only be enacted in extraordinary circumstances like war or national emergencies.
Fortunately, courageous citizens gathered at the National Assembly, and legislators quickly convened to vote for the repeal of martial law. The military also returned to its duties without significant clashes, allowing normalcy to resume, much to my relief.
Watching the interviews with citizens, including high school students who traveled long distances despite their final exam preparations, filled me with emotion. Seeing people protest unflinchingly in front of armed soldiers assured me that South Korea’s future remains bright. The military’s restrained and careful approach, avoiding the violent actions of the past, also contributed to the swift resolution. I feel regret for not being able to participate directly.
In Japan, the crisis was broadcast as breaking news, with Prime Minister Ishiba closely monitoring the situation. I want to assure everyone that the circumstances are entirely safe, including for Japanese residents in South Korea. The same message was echoed across international media, including the U.S. and Europe, which featured the martial law incident as top news. This demonstrated that in today’s South Korea, with its diversified media landscape through platforms like social media, martial law cannot succeed.
While it’s evident that a crisis has emerged—such as the drop in the nation’s credit rating—this situation can also be seen as an opportunity. It has become a moment to correct what is wrong. In the past, coups through martial law overturned progress, but this time, martial law has instead been a catalyst for creating a brighter and more transparent history. The people have shown they are alive and aware, and those who wield power recklessly have learned that it comes with accountability.
There’s a saying: “Life’s misfortunes can be blessings in disguise.” Bad events are not purely negative; they offer lessons and opportunities for growth and progress. This has always been the lesson of history. Let us not lose heart. We have resisted the military's imposition of martial law and quickly returned to normalcy.
To all countries abroad: South Korea is safe. There is no cause for concern. In fact, life here is moving even more smoothly now. You are welcome to visit and invest without hesitation. Through this incident, South Korea has become a more democratic and beautiful country. Yesterday, South Korea faced martial law; today, it has matured.
Protests calling for the current government’s resignation have been peaceful, as was the case during the impeachment movement in the past, so there is no reason for concern. Even amid this unprecedented situation, the National Assembly and the citizens adhered to the rule of law. South Korea will continue to manage the aftermath of martial law through lawful measures.
